This position is a Program Specialist within the Data Enhancement & Revenue Integrity (DERI) Section of the Health Administration Service (HAS) at the VA Pacific Islands Health Care System (VAPIHCS), responsible for providing a high level of administrative and data support. Personnel assigned to this role fill a Clinic Profiler position, responsible for ensuring accurate creation, validation, and management of clinic profiles. Incumbent is responsible for service level clinical data reporting.
Duties
Major Duties include:
Data Collection and Analysis: Involved in an extremely complex blend of computing technology, medical information, communication skills, and leadership qualities in a rapidly changing environment. The Veterans Integrated System Technology Architecture (VistA) is one of the largest of its kind and breaks many barriers in the areas of public domain software, language standardization, and decentralization of automated data processing within the VA. Incumbent must possess vast computer knowledge in creating and capturing data.
Clinic Set Up: Responsible for all aspects of new clinic establishment in VistA. Incumbent shall be expected to have an in-depth understanding of the complexities of clinic set up and provide technical guidance as necessary to ensure clinics operate as requested, appointment length times and clinic grids reflect actual clinician availability, and any potential compliance issues have been identified and reconciled prior to clinic build. Incumbent will research and validate all requests from services and coordinate with Managerial Cost Accounting Program (MCAP) staff or other technical consultants to ensure information accuracy. Incumbent will provide technical guidance as a subject matter expert, assisting services with clinic establishment requests, responsible for ensuring optimal supply and demand is accurately reflected in the finished product.
Clinic Audit: Review active clinics and provide detailed analysis of findings to management as requested. Clinic audits may contain but are not limited to the following types of data inquiries: character nomenclature length, count or non-count designation, stop code validation, appointment letter relevance (pre-appointment, clinic cancellation, no-show, or other clinic specific letter as designated), telephone number validation, audio reminder calls notated as "included" or "excluded" as appropriate, no-show and overbook availability are reasonably 2 established, length of appointments are established as requested, post card information is current and up-to-date, and clinic cancelled appointment have been rescheduled within a reasonable timeframe. Audits will be performed using locally produced, management approved worksheets, and submitted as requested on a regularly recurring basis. Incumbent will be responsible for data validation of reported data, compliance rate reporting, and involvement in action plan generation for underperforming results.
Work Schedule: Monday - Friday, 7:00am - 3:30pm, subject to mission requirements and supervisor discretion.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/28/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Use of computers to create and capture data; produce and maintain a wide variety of documents using computer spreadsheets, database computer applications, and data organizational tools; provide technical guidance and assistance with clinic establishment requests; perform clinic audits; working knowledge of medical terminology. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, OR 2 full years of progressively higher-level graduate education leading to such a degree, OR LL.B. or J.D., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 full year of graduate level education.

Physical Requirements: Work is primarily sedentary. The employee typically sits comfortably to do the work. There may be some walking, standing, bending, or carrying of light items.
