This position is located at Departmental Offices, Enterprise Applications, HR Line of Business. As an Information Technology Specialist, you will be a key subject matter expert for the application development team playing a pivotal role in strategic Human Capital Management initiatives handling multiple project assignments, managing workload with team members, escalating issues as necessary to management, and possessing excellent systems analysis and software development skills.

Duties

As a/an Information Technology Specialist, you will: Work with resources from the business, application development, data modeling, database administration, and infrastructure to design and develop user centered software products that meet the needs of Department of the Treasury. Participate in meetings and has frequent communications with the supervisor and other personnel engaged in IT plans and projects. Lead and work on a multi-disciplinary team made of designers, policy experts, and developers under very tight timelines and be responsible for driving collaborative and positive team dynamics. Understands latest application architecture, technology, solutions, and industry trends. Provides authoritative advice and subject matter expertise in HCM software solutions.

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes: Experience leading a $5M+ Human Capital systems implementation/integration project (business requirements through implementation) and responsibility for on-going operations and maintenance of these systems and supporting staff; AND Experience with the direct responsibility for and delivery of a Human Capital IT capability (Salesforce, SAP Talent Management, ServiceNow HR Service Delivery (HRSD), Oracle PeopleSoft HCM v 9.2) with integration to other Human Capital and enterprise systems and other Human Capital applications (recruiting, performance management, succession planning, learning and development, workforce analytics, metrics and ad-hoc reporting, financial systems, benefits and compensation). In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below. 1. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Time in Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15, you must have been at the GS-14 level for 52 weeks.
