The primary purpose of this position is to serve as a budget analyst in a developmental capacity, performing assignments designed to further develop applicable analytical and evaluative skills and techniques. Performance at target grade serves as senior budget analyst for the Group's budget office.

Duties

This position may be filled at the GS-07, GS-09, GS-11 or GS-12. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the GS-07 and ends with GS-12/10. Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. This is a developmental position with known promotion potential to the target position of GS-0560-12 Incumbent works closely with the supervisor in performing duties identified in the full performance Standard Position Requirements Document. DUTIIES GS-7/ GS-9: Performs developmental assignments. Prepares written correspondence and other documentation. Performs recurring assignments. GS-7 - Participates in special initiatives, studies, and projects GS-9 Carries out special projects and participates in special initiatives and studies. GS-11 - Performs developmental assignments with budget formulation work involving preparation of detailed analyses of annual and/or multi-year budget estimates for assigned organizations/programs into a consolidated budget request. GS-11 - Assignments designed to further develop skill in budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding, GS-11 - In a developmental capacity, provides advice, assistance, and guidance on budgeting and related information. Gs-11 - In a developmental capacity, conducts analyses, reviews, and special studies of budget and/or related information. GS-11 - Assignments designed to further develop skills sufficient to perform specialized, individual economic analyses and impact studies in support of a variety of budget programs. GS-11 - Uses automated budgetary system(s) and computer-generated products in accomplishing budgeting assignments. GS-12 1.Serves as a senior specialist in budget formulation work involving preparation of detailed analyses and estimates of annual funding needs for assigned organizations/programs into a consolidated budget request. 2.Performs budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding, such as direct annual, reimbursement funds and no-year appropriations; apportionments; allotments; transfer of funds from other agencies; and refunds. 3.Provides advice, assistance, and guidance on budgeting and related information. 4.Conducts analyses, reviews, and special studies of budget and/or related information. 5. Leads and/or performs specialized, individual economic analyses and impact studies in support of a variety of budget programs

Qualifications

SPECIALIZED EXPERIENCE: GS-7 Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge of basic principles, concepts, and practices used in budgetary and financial management methods, practices, procedures, regulations, policies and processes. GS-9 Applicants have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Specialized experience includes knowledge of basic principles, concepts, and practices used in budgetary and financial management methods, practices, procedures, regulations, policies and processes, and ability to analyze problems to identify significant factors, gathering pertinent data, and recognize solutions. GS-11 Applicants have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Specialized experience includes detailed, intensive knowledge of policies, precedents, goals, objectives, regulations, and guides which apply to assigned organizations and programs; sources, types, and methods of funding for assigned organizations and programs (e.g., direct annual, multi-year, and no-year appropriations; apportionments; allotments; transfer of funds from other agencies; revenue from industrially funded operations; and/or refunds); and budgetary and financial relationships between assigned budget(s) and budgets and programs of other agency components and organizations. GS-12 Applicants have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Specialized experience detailed, intensive knowledge of policies, precedents, goals, objectives, regulations, and other guides which apply to assigned organizations and programs; sources, types, and methods of funding for assigned organizations and programs (e.g., direct annual, multi-year, etc); and budgetary and financial relationships between assigned budget(s) and budgets and programs of other agency components and organizations, and analyzing budgetary relationships and developing recommendations for budgetary actions (e.g., requesting allotments or reprogramming funds among object classes) under conditions of time pressure and uncertainty due to: short and rapidly changing program and budgetary deadlines and objectives; gaps and conflicts in program and budgetary information; lack of predictive data; conflicting program and budgetary objectives; and changing guidelines for the work. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. Knowledge of analysis, evaluation, fact-finding, and investigative techniques. 3. Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly. 4.Skill in applying the principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments. 5.Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in an appropriate manner with peers and management. 6. Ability to learn and apply analytical investigative techniques to accomplish work in the subject-matter field GS-09 1. Knowledge of the principles, concepts, and theories of Budget Analysis and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments. 2. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. 3. Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly. 4. Skill in applying the principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments. 5. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers and management. 6. Ability to learn and apply analytical investigative techniques to accomplish work in the subject-matter field. GS-11 1. Knowledge of basic principles of the classified titled or related field. 2. Skill in communicating factual and procedural information clearly, orally and in writing. 3. Ability to learn basic techniques of the classified title. 4. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions. 5. Ability to plan and organize work and consult effectively with co-workers. GS-12 1. Knowledge of budgetary methods, practices, procedures, regulations, policies and processes to formulate, justify and execute assigned budget accounts. 2. Knowledge of mission areas, functions goals objectives, work processes and sources of funding pertinent to organization's programs. 3. Skill in the application of analytical methods and techniques analyze and evaluate the effects of charges in program plans and funding. 4. Ability to gather, assemble and analyze data to prepare budget estimates, develop alternatives and make recommendations to resolve budget/funding problems. 5. Ability to communicate effectively both orally and in writing to justify defined present and/or advise on budgetary processes/actions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
