The primary purpose of this position is to perform all financial Resource Advisor functions including various financial management and budget functions involving the formulation, justification, and/or execution of budgets in support of the Civil Engineering at a complex military installation (Hanscom AFB).
Duties
1. Oversees and validates performing activity formulation and justification of major portions of Civil Engineering (CE) budget.
2. Oversees and monitors performing activity budget execution.
3. Provides advice, assistance, and guidance to performing activity on budgeting and related information.
4. Uses budgetary and other automated system(s) and computer-generated products in accomplishing budgeting/funding assignments.

- Employee may be required to support Special Events (i.e. Annual Air Show, Base Exercises) not necessarily performing in their primary skill code
- Employee may be required to augment the Civil Engineering Snow Removal Team. Employee would be trained on Snow Removal Operations and would obtain the appropriate license for operating vehicles and equipment
- Performs other related duties as assigned

Qualifications
In order to qualify, you must meet the specialized experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Specialized experience includes the knowledge of the principles, concepts, and theories of Budget Analyst, with the standard practices, methods, and techniques of the occupation sufficient to perform various financial management functions involving the formulation, justification, and/or execution of budgets for organizations, programs, or projects.
Due to the use of 120 day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. This definition of specialized experience is typical of work performed at the GS-12 grade/level or equivalent position in the federal service.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute budgets and financial goals in support of the mission, structure, goals, work processes, and programs of the organization, and knowledge of the requirements, techniques, procedures and practices of generally accepted accounting principles and standards.
Knowledge of internal audit procedures to monitor financial services and establish internal controls.
Knowledge of the Planning, Programming, and Budgeting Systems (PPBS), its process, products, terminology, and guidance documents (e.g., Program Objective Memorandum (POM}, Five Year Defense Plan (FYDP), Defense Guidance).
Knowledge of single-year appropriations and their characteristics, uses, applications and structure ( e.g., O&M, military/civilian personnel, family housing, Base Operating Supply System).
Ability to formulate, justify, and execute assigned budget, and ability to conduct studies, analyze data, develop alternatives, and make recommendations to resolve budget problems.
Ability to communicate effectively both orally and in writing and maintain a good working relationship.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
