This position is located in the Anesthesia Service and functions as the overall administrative management position for the service and its various clinics. Responsibilities include interpretation of administrative policies, development and implementation of local policies applicable to the service, and administrative work including budgeting and financial management, personnel management, contracting and information management.
Duties
- Performs and monitors established administrative management requirements for the Anesthesiology Service Line.
- Assesses and takes action to recommend changes to policies and procedures.
- Applies administrative policies and maintains various systems.
- Verifies through the Human Resources Suitability section that proper clearance has been obtained for individuals.
- Assist in reviewing organization functions and staffing levels.
- Communicates information to management for effective evaluation of program operations and milestones.
- Drafts correspondence, recommendations, reports, and memoranda related to management and administrative program and issues.
- Assist in identifying problem areas and provides potential solutions to correct poor work situations and prevent potential problems.
- Coordinate the administrative aspects of office space and/or improvements including furniture, equipment, telephones, and short term storage.
- Coordinate personnel actions for all employees in the service.- Performs other related duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/29/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: Must have at least one year of specialized experience equivalent to the GS-9 grade level which provided the knowledge, skills, and abilities to successfully perform the duties of an Administrative Officer. Specialized experience includes but is not limited to: Knowledge of the theory and principles of management and organization including administrative practices and procedures common to organizations. Ability to use qualitative and quantitative analytical techniques. Knowledge of fiscal and budget, real property and supply management. Ability to apply a variety of standard operating procedures and accepted agency practice to independently plan and carry out assignment.
Education: Applicants may substitute education for the experience required for the GS-11 level with a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL. M., if related to the work of the position. (TRANSCRIPTS REQUIRED)
Combination of Experience and Education: Applicants may possess a combination of education and experience to qualify at the GS-11 level. (TRANSCRIPTS REQUIRED)

Physical Requirements: The work is sedentary. It occasionally requires carrying of light objects such as files, book and papers; some walking, standing and bending. No special physical qualifications are required.
