The primary purpose of this position is to provide the services of a Senior Contract Services Monitor. The incumbent monitors and evaluates contractor performance as required by the Performance Work Statement (PWS) using the Quality Assurance Surveillance Plan (QASP).

Duties

1. Monitor's contactor operations/performance. 2. Makes recommendations to supported organizations to ensure requirements are accurately portrayed and understood and are within contractual limits. 3. Verifies and investigates customer complaints and recommends resolution to Services Contracts supervisor. 4. Develops modifications to the PWS, PRS, QASP and technical exhibits which detail current and projected workload, government furnished property transition plans, and regulatory guidance which must be followed in the performance of the work specified in the PWS. 5. Reviews regulatory changes in guidance for impact on the program. 6.Plans and performs quality assurance evaluations. 7. Develops and conducts quality reviews.

  • Incumbent assigned to this position is subject to recall 24 hours a day 7 days per week, including holidays. May be required to work irregular shifts or overtime in performing duties and call back emergency work.

  • Employee must maintain current certifications. Will be required to perform on call duties. Employee must attend Hazcom training yearly.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, General Schedule Qualification Standards (opm.gov). Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes business practices, industry standards, and market conditions applicable to program and technical requirements to evaluate purchase proposal acceptability, bid responsiveness, contractor responsibility, and/or contractor performance; contracting regulations, principles, and procedures applicable to pre-award and post-award duties sufficient to review a wide range of specialized equipment, supply, service, and construction contracts and contract changes for propriety of acquisition method, contract type, and documentation and to conduct analyses NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: I have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Administration (contracting). FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of contracting regulations and operating procedures for the purpose of constructing contract clauses, contract provisions and contract execution. 2. Knowledge of directives, regulatory changes and policies to determine the effective on assigned operations. 3. Knowledge of requirements, inventory control, computer operations, customer service and training and administrative processes to evaluate contractor services . Inspects for accuracy, timeliness and compliance with contractual requirements. 4. Ability to recognize and define problem areas and recommend resolutions to the Service Contracts supervisor. 5. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
