Participates in the development, implementation, monitoring, and evaluation of the 6th Combat Training Squadrons Training Plan. Develops Education and Training Materials and Testing Procedures. Conducts, obtains, and evaluates training.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Training Instruction Series 1712. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes comprehensive practical knowledge of the information technologies (i.e., computer hardware and software programs) associated with the training assignments, to include awareness of technology changes or new developments, such as would be gained through formal and on-the-job training, extended experience combined with practice, study and independent research. This knowledge is required to design and develop training courses or course materials, plan and conduct training program evaluation. This knowledge is also required to recognize and resolve problems, develop criteria as required, and analyze data. Knowledge of a wide range of training methods, techniques and tools, to include knowledge of education development in the field, in order to design and develop training courses and materials, evaluate training programs, and/or complete various special projects. This knowledge is also required to adjust or develop new methods, establish and/or apply evaluation criteria, and resolve a variety of problems. OR EDUCATION: Have successfully completed a PhD or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M. Education must have a major study in education, or a subject area related to the position to be filled. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of successfully completed education and experience that may be used to meet total qualification requirements and computed by first determining the total qualifying experience as a percentage of the experience required for the grade level as listed above; then determining the education as a percentage of the education required for the grade level as listed above; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of organizations objectives, processes involved in military and civilian training, and/or processes relating to training programs in parallel business and industry organization. 2. Knowledge of the methods, principles, practices, and programs related to curriculum development, instructional techniques, and training resources, as well as the principles, techniques, and objectives of test and measurement. 3. Knowledge of basic budget preparation as it applies to preparing operating and capital expenditure training. 4. Skill in developing course materials and presenting formal and informal courses and briefings. Ability to communicate effectively both orally and in writing. 5. Skill to instruct, facilitate and manage classroom settings. Previously certified Joint Terminal Attack Controller (JTAC)/Fighter Duty Technician (FDT)/Fighter Duty Officer (FDO) instructor experience highly desired. 6. Ability to use electronic equipment in gathering, developing, and analyzing a variety of data and to make recommendations based on assessments. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
