The primary purpose of this position is to exercise CSRA supervisory (Level 4) and managerial authorities over assigned areas within the Military Personnel Flight assigned to the Force Support Squadron. Responsible for providing comprehensive advice on the full range of military personnel management functions to Commanders, key managers and supervisors.
Duties
Duty 1: Performs the full range of tasks for assigned areas such as assignment, enlistment, reenlistment, promotion, awards, performance evaluation, routine boards, separation, or similar actions and can perform a complete review of records to determine eligibility for actions.
Duty 2: Oversees updates, inquires, and processes actions on a wide variety of entitlement, allowance, and indebtedness actions by military personnel team members as well as processing these actions through military personnel data systems.
Duty 3: Represents the Force Support Squadron with a variety of installation and functional area organizations.
Duty 4: Establishes, defines, and implements requirements for military personnel programs to ensure operations are in line with regulatory and fiscal requirements, support goals, and mission requirements.
Duty 5: Performs supervisory personnel management responsibilities.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes: 1) Applying a working knowledge of Human Resource Management (HRM) concepts, military personnel principles, federal laws, executive orders, regulations, policies, directives, principles, and practices to effectively administer an agency wide Military Accessions program; knowledge of DoD, Air Force, Federal, and industry concepts, laws, principles, practices, procedures, and standards as they apply to the functional career field at all organizational levels within the agency. 2) Providing knowledge of policies, procedures, methods, and publicity techniques of business operations to develop, revise, and advise on Human Resources programs to meet goals and objectives within available resources. 3) Applying analytical and evaluative methods, including a wide range of qualitative and quantitative techniques, plus a thorough understanding of how regulatory programs are administered to measure compliance, assess effectiveness, identify deficiencies, analyze trends, and make recommendations for enhancements and improvements of programs and the resolution of problems. 4) Using knowledge of organizational structures, missions, objectives, operating programs, key positions, and administrative policies and procedures across the Air Force to conduct studies, which are frequently ad hoc team efforts, to identify, consider, and recommend options for the resolution of substantive organizational and program issues or complex problems not susceptible to treatment by standard methods. 5) Justifying, defending, and recommending decisions on an end-to-end program within a matrix organization. 6) Communicating, orally and in writing, to provide seasoned advisory services to operating managers and other specialists; lead team studies, negotiate complex, controversial issues; provide informational briefings to include options and recommendations to high level management; and establish and maintain effective and positive working relationships. 7) Planning, organizing, training, and leading a medium sized team, coordinating, and integrating the work activities of several different projects to ensure maximum effectiveness in attaining program goals.

COMBINATION OF EXPERIENCE AND EDUCATION:
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the principles, concepts, techniques, standards, processes, and guides of military Human Resources procedures to process transactions and records update that are a part of the HR information system sufficient to maintain data quality for the HR database.
Knowledge of military programs, objectives, policies, procedures to assure a comprehensive understanding of Military Human Resources programs/services.
Knowledge of the principles, concepts, techniques, standards, processes, and guides of Military Personnel/Pay Management and ability to relate to personnel systems.
Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.
Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
Ability to plan, organize, and direct the functions and mentor, motivate, and evaluate the staff.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
