This position is located in a Consolidated Patient Account Center (CPAC) in the organization of the Chief Operating Officer with the incumbent serving as an Insurance Verification Supervisor. The CPAC is a regionally consolidated business entity established to enhance revenue operations throughout the VHA network by standardization and consolidation of functions, and the integration of VHA and industry best practices.
Duties
Provides management guidance, direction and supervision to the CPACs Insurance Verification program operations.
Plans work, sets and adjusts short-term priorities, and prepares schedules for the completion of work.
Works independently planning, organizing, carrying out assignments and handling unusual problems and deviations in work using established policies, instructions and accepted practices.
Uses own judgment to adapt and interpret guidelines for application to specific problems to determine appropriate course of action.
Assists with development of procedures when new requirements/regulations are put into place.
Work Schedule: Monday through Friday, 8:00am to 4:30pm.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/22/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. A SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include:
1) Examines patient insurance files for accurate and current data.
2) Interprets and provides guidance related to the guidelines, policies, regulations and laws for third-party reimbursements.
3) Assures the timely accomplishment of work, monitors status and makes analytical determinations to maintain established priorities and goals.
4) Identifies training and developmental requirements and provides and/or obtains necessary training.
5) Contacts insurance carriers for explanation and assistance with healthcare claim processing.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and successfully completed graduate education directly related to the work of the Supervisory Program Specialist position.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary with long periods of sitting at a desk, working with computers daily. Some work may require walking in offices and similar areas for meetings. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. The work does not require any special physical effort.
