About the Position: This position is with the U.S. Army Engineer Research and Development Center (ERDC), Geospatial Research Laboratory (GRL), located in Alexandria, VA.
May be selected at any grade level with non-competitive promotion potential to target grade. Non-competitive promotion potential to the target grade based on time-in-grade requirements and demonstrated ability to perform the higher graded duties.
Duties
Serves as a Budget Analyst for Research Laboratory. Provide accounting functions for the four branches, MIO, and Technical Directorate Office.
Reviews, analyzes and verify financial obligations and expenditures for validity to ensure they occur on a timely basis in accordance with monthly obligation plan.
Prepare data summaries for routine and special reports using the Corps of Engineers Financial Management System (CEFMS) and Data Warehouse.
Create cross charge labor codes, reviewing and researching un-liquidated obligations (ULO’s).
The employee will be under the supervision of the MIO Chief in analyzing, adjusting and refining the GRL budget.
ERDC Data Warehouse systems, budget management/admin, resource management (RM), travel, procurement/contracting, property acquisition/control, and other support services programs.
Manages and reports on financial matters for direct and reimbursable funding.
Reviews budget requests, analyzes estimates and monitors execution of the operating budget to assure funds are properly received, allocated, obligated and disbursed.
Serves as POC to resolve RM issues, verify the accuracy of Finance and Accounting data, and utilize/control government credit card small purchases.
Maintains reconciliation of credit card billing statements. Assists in reviewing and researching unliquidated orders (ULO's).
Processes billing and financial reports.
Works under team direction from senior division admin officers and is responsive to tasking from the division and branch chiefs.
Perform other duties as assigned.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- DoD Financial Management Certification Level II within 24 months.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access
for the duration of employment.

DJ-02 General Experience Required:
A. One year of general experience which includes: analyze problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing.
OR
B. Successful completion of a full four-year course of study leading to a bachelor's degree. (Note: You must attach a copy of your transcripts.)
OR
C. General experience as described in A, but less than three years; and some education as described in B, but less than the required four years. To compute the percentage, divide your total months of qualifying experience by 36. Then, divide your semester hours of education by 120. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.
DJ-03 Specialized Experience Required:
A. One year of specialized experience which includes: establishing and implementing annual budget program spend plans; analyzing budget program trends; and forecasting fiscal program performance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service DJ-02 (GS-09).
OR
B. Successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as budget, accounting, and financial management. OR
C. The specialized experience as described in A, but less than one year; and at least two years of graduate education as described in B, but less than the required three years. The total percentage must equal at least 100 percent to qualify. (Note: You must attach a copy of your transcripts.)

This position is covered by the Science and Technology Laboratory Personnel Management Demonstration Project and the DJ-02 pay band includes the General Schedule grade equivalent to GS-05 thru GS-10. The DJ-03 pay band includes the General Schedule grade equivalent to the GS-11 thru GS-12. In accordance with the Federal Register Vol. 63, No. 57, dated March 25, 1998, Laboratory Demonstration Project employees must have a current average performance score of at least 2.5 or equivalent (fully successful rating) for promotion consideration.
