The primary purpose of this position is to serve as a financial specialist, performing financial management functions involving the formulation, justification, and/or execution of budget analysis and cost analysis in support of weapon systems/subsystem programs.

Duties

Provides financial management and advisory oversight of expenditures to ensure propriety and compliance with financial, fiscal and auditing directives specific to life cycle management. Formulates, establishes, and implements financial management policies, instructions, and procedures on all matters relating to programming, budgeting, funding, forecasting, and status of funds. Responsible for all aspects of the formulation, development, and execution of budgets, financial plans, and multi-year programs required to properly fund and meet program resource requirements. Represents the organization at all levels within the government and at contractor/industry sites.

  • This is a Financial Management LEVEL 2 Certified position in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements.
  • The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position; the APDP level required specifically for this position will be identified locally.
  • This position has been designated as an acquisition position, covered by the Acquisition Professional Development Program (APDP) and the employee is expected to meet Continuing Acquisition Education requirements.
  • Incumbent may be required to file an OGE 450, Confidential Financial Disclosure Report, upon appointment and may be required to file annually.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Accounting and Budget positions . Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes includes cost analysis, budget system and weapons systems management process; Serves as the financial advisor within a program office responsible for weapon systems/subsystems acquisition program(s) and/or program support. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to analysis of financial data. 2. Knowledge of DoD acquisition requirements, development, and approval processes. 3. Knowledge of the requirements, techniques, procedures, and practices of generally accepted accounting principles and standards. 4. Skill in formulating, justifying, and/or analyzing financial requirements of the assigned program. 5. Ability to communicate, plan, organize work, and meet deadlines. 6. Ability to gather, assemble, and analyze data using financial systems to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems. WORK ENVIRONMENT: Work is primarily performed in an adequately lighted, heated and ventilated office setting. Reviews of contractor production and cost data may require on-site analysis in manufacturing facilities. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
