Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of International Affairs, Human Capital Branch, located in Washington, District of Columbia.

Duties
In this position, you will serve as a Management and Program Analyst and program advisor on various functions and activities requiring the application of qualitative and quantitative methods for assessment of international mission support programs, functions, and activities. These may include workforce and position management, performance measurement, working with workforce management systems, financial reporting systems, time and attendance, telework and remote work, awards, employee development and training, and other programs impacting CBP and INA and/or significant segments.
This position starts at a salary of $94,199.00 (GS-12, Step 1) to $145,617.00 (GS-13, Step 10) with promotion potential to $145,617.00 (GS-13 Step 10).
Major duties include but are not limited to:
Supporting INA managers, supervisors, and personnel in developing, implementing, and evaluating mission support functions by assessing the productivity, effectiveness, and efficiency of INA human capital efforts to contribute to optimum organization of staffing activities and organization structure in alignment with applicable regulations and agency policy.
Building internal partnerships with INA managers and supervisors to assess, monitor, and provide hiring plan recommendations based on analyses of workforce requirements and changing mission and programs.
Advising leadership on the status of hiring plans and recruitment efforts, employment levels, and hiring trends, taking necessary actions to avoid disruptive employment levels, and analyzing staffing levels and attrition rates to provide resource allocation advice to senior management.
Developing and analyzing employee award data; providing senior management with award guidance using comprehensive knowledge of awards' regulations and policies sufficient to administer INA's awards programs.
Qualifications
Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Analyzing workforce requirements for a human capital program including providing analysis on staffing levels and attrition rates.
Assisting with the creation or implementation of hiring plans.
Serving as a liaison to resolve workforce management issues or complex problems.
Analyzing multiple sources of data to develop decision briefings and presentations.
Assisting with employee awards and recognition activities.
Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Supporting managers, supervisors, and other personnel in developing, implementing, and evaluating mission support functions by assessing the productivity, effectiveness, and efficiency of workforce management efforts.
Building internal partnerships with managers and supervisors to assess, monitor, and provide hiring plan recommendations based on analyses of workforce requirements and changing mission and programs.
Analyzing progress on the execution of hiring plans to ensure the desired results are achieved and collaborating with program management to ensure position and funding ceilings are maintained.
Serving as a liaison to resolve processing, recruitment, reporting, and other staffing issues.
Administering an awards and/or employee recognition program following awards' regulations and policies, evaluating for compliance and identifying process improvements to ensure compliance or improve program execution.
Recommending and implementing process improvements to increase efficacy of overall mission.

You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 09/21/2023.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
Working for the U.S. Government as a federal civilian or as a member of the military
A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government

Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.
