The primary purpose of this position is to serve as a Logistics Management Specialist for assigned research and development areas, technology component subsystems, designed programs or major equipment in a research division. Responsible for ensuring components, programs and/or equipment are acquired within cost, schedule and performance objectives.
Duties
Serves as on-site 6S Program Manager for a research division.
Analyzes contractual commitments, customer specifications, and related information to identify, document, and resolve logistics and support requirements.
Evaluates design concepts to determine if concepts satisfy support requirement5s; provides risk assessments and develops risk mitigation approaches and alternative concepts as required.
Develops comprehensive logistics evaluation criteria and ILS plans to measure contractor progress in program meeting objectives.
Serves as the senior representative and spokesperson in communicating logistics matters.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year, or will have one year within 120 days of closing of this announcement, at the next lower grade GS-11, or equivalent in other pay system. Specialized experience is experience ensuring components, programs and/or equipment are acquired within cost, schedule and performance objectives and are logistically supported. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
l. Knowledge of wide range of theories and principles of systems design, specifications development techniques;
and an understanding of acquisition and maintenance requirements as well as organizational functions involved in
logistical support.
2. Knowledge of laws, principles, policies, theories and practices of ILS planning, development, and execution as
well as system life cycle concepts and design, systems acquisition, and program management sufficient to
coordinate and integrate functions into a total, well structured, and viable program.
3. Skill to communicate effectively, both orally and in writing, clearly, concisely, and with technical accuracy to
individuals/groups internal and external immediate work unit.
4. Knowledge of business, industrial management, contracting procedures, technical concepts, and production
practices to evaluate contractor proposals and activities.
5. Ability to plan, analyze and coordinate a system or portion of a major system's acquisition and transfer into operational
use; to include the identification and correlation of specific requirements for money, manpower, materiel, facilities and
services needed to support the program; and to develop and analyze data to determine logistic objectives and goals,
identify support requirements (including funding, contract development. and other technical support requirements), and
establish relationships between the participants involved in deploying the plan.
6. Ability to plan, organize, and manage critical aspects of research, development, production, and support of
subsystems or equipment and integrate, analyze, and manage a variety of acquisition functions and personnel in
support of the process.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
