About the Position: Responsible for developing and executing comprehensive communication plans to achieve widest dissemination of information through a variety of print, video and electronic mediums to internal and external audiences of the Norfolk District.

Duties

Serve as District spokesperson researching, writing, and disseminating sensitive, critical, or complex information and producing appropriate and varied communication products for both internal and external audiences of NAO. Oversee wide variety of products and services in support of the District and Public Affairs missions and Project Delivery Team communication goals/objectives during “normal” daily operations and at times of crisis/emergency. Advise District staff on public information/public relations matters ensuring advice is based on sound, logical public relations theory and consistent with applicable Laws, polices and regulations. Design, develop, and maintain program/project public websites, and provide official photography, video, and live streaming support for District events.

GS-11: Specialized Experience: One year of specialized experience which includes: Assisting with development of comprehensive strategic public communication plans for complex themes and messages to reach various publics with diverse levels of understanding and opinions; Planning and implementing media relations programs requiring frequent and significant contacts with representatives of print and broadcast news media; Making on-the-spot presentations as a representative of the Public Affairs Office (PAO) or assist in presentations involving employees, general public, and private interest groups. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). GS-12: Specialized Experience: One year of specialized experience which includes: Utilizing principles, methods, practices, and techniques of public communications to plan, develop and execute an organization's public information program; Developing comprehensive strategic communication plans for complex themes and messages to reach various publics with diverse levels of understanding and opinions; Analyze organization's programs, activities, policies, conflicting public attitudes and trends in order to develop public communication strategies to disseminate information; Developing news releases, feature stories, background statements, fact sheets, radio and television spots and scripts that effectively transmit information about organization's programs, activities and functions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
