Duties
As a SUPERVISORY PUBLIC AFFAIRS SPECIALIST at the GS-1035-14 some of your typical work assignments may include:
Plan, organize, direct, and evaluate the organization's Public Affairs program to ensure it complies with legal and regulatory requirements and meets customer needs.
Identify communication needs and directs the development and execution of communication strategies, goals, and objectives, programs, processes, and materials. -
Exercise supervisory personnel management responsibilities.
Direct the execution of a comprehensive Public Affairs program integrating media relations, social media, community/Congressional relations, internal information, visual information, communication planning, and contingency/crisis response.
Represent the Joint Planning Support Element (JPSE-PA) with a variety of installations, local government, public, civic, service, industry, educational, and media organizations.

- The incumbent may be required to travel (25 - 50%) away from the normal duty station on military or commercial aircraft
- This position is emergency-essential (E-E). In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the E-E duties until relieved by proper authority
- This position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968. Persons convicted of a misdemeanor crime of domestic violence are not eligible for this position
- Incumbent is required to take a pre-employment medical exam
Qualifications
You may qualify at the GS-14 level, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
Developing goals and objectives that integrate organizational and joint public affairs objectives.
Identifying communication needs and directing the development and execution of communication strategies, goals, objectives, programs, processes, and materials to meet those needs.
Providing input for the development of future command-wide strategic goals, objectives and strategies.
Planning, directing, assigning, coordinating and overseeing work of subordinates; advising staff regarding policies, procedures, and directives of higher level management or headquarters.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
