You will serve as an Administrative/Technical Specialist in the Operating Materials and Supply (OM&S) Property Management of Naval Sea Systems Command (NAVSEA) Logistics Center, Keyport Division, Naval Undersea Warfare Center, Mechnicsburg, Pennsylvania (NAVSEALOGCENKYPTDIVNUWC MECH PA) in San Diego, CA.

Duties

You will serve as a technical and operational point of contact for material management officials and NAVSEA Logistics Center (NSLC) managers regarding the delivery of products and services. You will staff, develop, and manage a unit composed of technical and administrative personnel. You will provide technical guidance in the application of supply management policies and operational guidance regarding methods, procedures. You will monitor changes in customer requirements, technological and operational developments, and logistics support delivery systems to conceptualize and test new approaches and tools and the ability to apply theory and new developments. You will enforce established material management policies to ensure the warehouses are compliant with Navy's Financial Improvement and Audit Readiness. You will operate vehicles and Material Handling Equipment (MHE) to transport, load, or move material.

  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-03 pay band (GS-09/10 grade level equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Leading work and providing technical guidance to ensure effective and efficient operations for a supply program. Examples of Qualifying Experience may include providing supply and inventory management; utilizing Navy Enterprise Resource Planning (ERP) to ensure production operations requirements are met; analyzing performance metrics and developing corrective actions to improve material management processes; analyzing and resolving difficult material logistics issues and problems involving supply processes, work methods, supply data management, or day-to-day operational procedures; supervising employees while teaching, coaching, and mentoring personnel; determining objectives, setting priorities, and ensuring sound management processes and procedures are in place, ensuring that national interests are well served. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a Ph.D. or equivalent doctoral degree;
OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D.;
OR
Possession of an LL.M. degree in a field directly related to the position being filled.
