This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as an Administrative Management Specialist to the Deputy Assistant Secretary of the Army for Research and Technology (DASA-R/T), with responsibility for performing a variety of administrative duties, located at Arlington, VA.
Duties
Perform a variety of administrative duties.
Review, analyze, and control all Executive Office correspondence.
Recommend solutions to problems in work processes and administrative operations.
Maintain leaderships calendar and contribute critical engagements to the organizational calendar.
Coordinate arrangements for frequent and prolonged travel for higher level echelon.
Provide technical assistance and guidance to the action officers on preparation, coordination and administrative processing actions.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized/General Experience: To qualify based on your experience, your resume must describe three (3) years progressively responsible experience, 1 year of which was equivalent to at least the GS-04 grade level, which includes reviewing administrative policies to recommend changes to senior leadership; implementing programs within the directorate to ensure uniform development; briefing staff on supervisor's view of current issues; and communicating effectively, both in orally and in writing, with staff and senior leadership.

Combination of Experience and Education Substitution: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-02 of broad banding encompass the traditional GS-05 through GS-11 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
