This position is located in the Department of Homeland Security (DHS), Office of the Chief Information Officer, Springfield, Virginia. All DHS-HQ announcements have a 5 business day open period due to the number of applications received. Duties

The primary purpose of this position is to serve as a senior level analyst and advisor to management on the evaluation of the effectiveness and the efficiency of assigned operating programs. Duties performed: Manages directorate-wide programs providing advice and consultation to subordinate units, directly manages Human Resource (HR) projects and strategic plans and conducts complex management analysis projects and studies. Plan and conduct a variety of authoritative, comprehensive, complex and sensitive projects and studies that encompass the analysis and evaluation of the distribution of work. Reviews productivity in all assigned areas, monitors problem areas, and oversees implementation of solutions that will eliminate them. Identifies and proposes solutions to management problems that are of major importance to planning and program direction. Serves as a technical expert, providing advice and guidance in areas that require extensive interpretation for many different and unrelated program processes and methods.

Specialized Experience: GS-14: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors) performing the following duties: 1) Conducting management analysis studies to determine overall program effectiveness and efficiency; 2) Advising management on actions for improvement of operations and staffing needs; and 3) Developing plans and resource requirements for short- and long-range implementation of major program priorities and objectives.
