You will serve as a Earned Value Management Lead Analyst in the Surveillance and Analysis Process Team, Logistics and Business Processes Directorate of the SUPERVISOR OF SHIPBUILDING BATH.
Duties
You will analyze Contractor earned value management performance utilizing information systems and Contractor labor and material performance reports along with coordinating and delegating work to others.
You will conduct special analysis, as required, for identification and measurement of specific performance variances and their impact on costs, schedule, and production or material requirements.
You will review budget baseline data, including elements related to planning, scheduling, material, and production, in order to verify there is a properly time-phased and well-defined baseline for measuring cost and schedule performance.
You will analyze impact (cost and schedule) of changes as phased into production schedules and evaluate impact of disruption/delay.
You will coordinate recurring reviews with the Contractor of the Contractor's Earned Value Management Systems.
You will ensure data provides accurate indications of actual or potential cost/schedule problems, and that baseline integrity is maintained, provide for early identification of systematic problems and effective and responsive corrective action.
You will write quarterly/monthly analysis or reports to the local and Headquarter Program Offices and other internal offsite SUPSHIP personnel.
You will prepare correspondence for proper signing authorities to forward information, recommendations and necessary back-up data or reports to higher headquarters and other agencies or to answer inquiries from higher headquarters and other agencies.

- You will be required to obtain and maintain an interim and/or final CONFIDENTIAL security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector coordinating the analysis of data results or reports on a contractor's earned value management performance to identify solutions or corrective actions to project cost or schedule issues.
