Duties
The Materials and Structural Systems Division serves as the world-class resource for developing and promoting the use of science-based tools - measurements, data, models, protocols, and reference standards - to enhance both the global competitiveness of U.S. industry through innovations in building materials and construction technology; and the safety, security, and sustainability of the nation's buildings and physical infrastructure.
We are looking for a Management and Program Analyst to join the team!
If selected, you will:
Review statutory programs policies and procedures and summarize for program directors.
Research proposed changes to each statutory program's mission, operating procedures and delegations of authority.
Follow administrative and operational processes using an analytical and/or critical thinking skillset, in coordination with other stakeholders and business units to maximize efficiency while minimizing risks.
Serve as the primary or alternate Designated Federal Officer for Federal Advisory Committee Act committees (or provide administrative leadership of similar private-sector external advisory committees), responding to data calls from administrators, ensuring legal compliance with reporting requirements, and reviewing and managing committee data in the General Services Administration database to ensure it is complete, up-to-date, and accurate prior to the Annual Comprehensive Review.
Plan, manage, and execute advisory committee meetings.
Review existing general policies and procedures for the Federal Advisory Committees Act and identifies and recommend draft standard operating procedures specific to the division statutory programs.
Work in coordination and maintaining good working relationships with all NIST offices, particularly the Division office, OU office, Office of General Counsel, Congressional & Legislative Affairs office, and Director's office.
Serve as the liaison between NIST and other agency representatives/working group members and advisory committee members.
Use Microsoft skills to manage SharePoint sites for statutory program working groups, by providing access to members, and updating, organizing, and archiving files.
Review web page content, and other forms of media communications, to ensure it is accurate and up-to-date.
Draft new web content, obtaining necessary approvals and permissions, and providing it to the webmaster to post.
Staff exhibit booths for statutory programs at professional meetings/conferences, technical committee meetings, and federal coordination meetings.
Support a system and an environment with Diversity, Equity, Inclusion and Accessibility principles and processes.

Qualifications
Basic Requirements
Applicants must have at least one year (52 weeks) of specialized experience equivalent to the GS-11 (ZA-II at NIST) grade level in the federal service. Specialized experience is defined as experience in providing administrative project management for an organization's operational programs, projects, and/or services.
Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
