This position is located in the Bureau of Consular Affairs (CA), Office of the Comptroller (C), Procurement Policy and Oversight Division (PPOD) and reports directly to the PPOD Division Chief. CA/C is the primary financial management office for the Bureau, with PPOD responsible for the oversight, coordination, and analysis of consular fee collections, financial audits, and management controls for domestic offices and consular overseas operations.

Duties
Provides recommendations to improve the execution of the broad range of oversight and management functions performed throughout the Bureau of Consular Affairs.
Proposes, develops, revises, and oversees the implementation of the policies, rules, processes, and procedures that will guide the different functions of the Bureau of Consular Affairs' overall contracting, management and oversight operations.
Leads a team of management analysts responsible for the planning, analysis and evaluation activities associated with the bureau's fee collections, management controls, and financial audits.
Leads the expansion of new and existing programs, incorporating project management tools and data automation, while ensuring efficient and effective backend operations.
Performs daily division operations, providing input into the personnel management functions of making and approving selections, promotions, status changes, and awards
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.
Qualifications
Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience implementing policies, rules, processes and procedures that will guide the different functions of overall contracting, management and oversight operations;
Experience creating strategies for long term program and process forecasting to support policy changes and the budget formulation process;
Experience coordinating and managing communications with private contracting firms; and
Experience applying quantitative and qualitative analytical techniques.
There is no substitute of education for specialized experience for the GS-14 position.
