Duties

This position is organizationally aligned under the Office of the Director - Business Operations Service at the Edward Hines Jr. VA Hospital. This position works with HVAH Staff, Service Chiefs, Medical Center Leadership and frequently with VISN 12, NCO 20 and VA HEFP. The HSS Facility Planner works in partnership with the Strategic Planner to develop long range plans to ensure HVAH continually evolves to meet the needs identified in the Market Study. Duties will include developing Business Cases and Market research for all Capital projects, Minor, NRM and Leases. The HSS will complete New Activations and Chair all Activation Integrated Project Teams (IPT). The HSS identifies Gaps in Facility Space, condition and Energy, then creates Action Plans to close Gaps using the Capital Asset Inventory data base (CAI) and Strategic Capital Investment Plan (SCIP). The HSS will gather, analyze, assess, and provide structured information to Medical Center leadership so they can inform members of Congress and their representatives, if needed. The incumbent will be the Local Site Monitor for all HVAH Leases and will work with the VISN Capital Asset Manager and the VISN Leasing Contracting Office to develop packages for new leases or changes to existing leases. The HSS will also work with the VISN Leasing Contracting Office and the Medical Center's Fiscal Service to ensure funding documents are executing appropriately and timely to ensure continued lease operations. The HSS acts as technical advisor to the Contracting Officer in developing lease contracts as the contracting officer's representative, level 2 (COR II). The incumbent assists in updating HVAH's Strategic Capital Investment Plan (SCIP) to address defined gaps in services by analyzing workload trends and staying abreast of changing health care practice models and technologies. Once the SCIP is approved at a national level, the HSS will assist in implementing the SCIP with services identified on approved SCIP action plans. HSS provides recommendations to the Medical Center leadership to address gaps and operational needs that can be met through new or expanded leases. - Serves as the Facility Planner and resolves space planning issues as the Space Committee Chair. - Analyzes facility buildings and determines the most efficient use of space. - Coordinates department moves, planning meetings, and creating move-related work orders. - Responsible for developing reports in response to Planning Action item requests and serve as the Facility Planner for Capital Investment related action plan items. - Submits proposals for changes to the Associate Directors, Director, to the VISN CAM, and coordinating with medical facility staff as appropriate. - Interacts with the senior management to ensure that the planning, programming, and presentation of the medical center's needs are coordinated. - Considers what crafts, trades, labor personnel and equipment are needed. - The incumbent will lead activation planning, scheduling, and budgeting for projects starting during the initial project planning in accordance with the current Activation Process Guide, Project Planning and Activation. - Utilizes software, such as, Microsoft products, Excel, Autodesk AutoCAD, Adobe Acrobat Pro, Veterans Health Information & Technology Architecture (Vista), and other standard office software in developing, organizing and preparing information for reports, documents, activations, designs, move checklists, furniture layouts, arranged work orders, furniture and equipment orders, and contract documents. - Communicates with Public Affairs, Health Plan Management, Volunteer Services and other service lines to inform staff and patients of project activations and moves affecting the location of care. - Develops and maintains relationships with the officials to contribute to the enhancement and development of the activations of construction and other projects. - Performs Risk Assessments and extensive research on solutions for undefined issues and develops justifications for proposals/changes in order to avoid delays and major impacts on the facility and patient care. - Plan for and complete facility annual submittals for the annual Activations Cost Budget Model call from the National Activations Office (NAO). - Performs other related duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/27/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. BASIC REQUIREMENTS: You must have one of the following: - EDUCATION: Undergraduate or Graduate Education with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR, - EXPERIENCE: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field? This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:- Missions, organizations, programs, and requirements of health care delivery systems;- Regulations and standards of various regulatory and credentialing groups; and- Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. GS-12 GRADE REQUIREMENTS: Must have one full year of specialized experience equivalent to at least the next lower grade GS-11 that equipped you with the knowledge, skills and abilities to perform successfully the duties of the position? Examples of Specialized experience are: Comprehensive knowledge of a wide range of qualitative and quantitative techniques for measuring the effectiveness, efficiency and productivity of logistics, physical space and safety plans. Ability to program, plan, design, evaluate, coordinate, advise on, administer, or perform research for the creation, construction, alteration, rehabilitation, or restoration of buildings and facilities. Comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to Veteran's Health Care and health systems. Knowledge of the principles and concepts and practices associated with clinical hands on patient care to integrate new concepts of care. Knowledge of database sources and their applications in the development of operating and planned budgets. Knowledge in the use of computers to include computer aided floor planning design, accessing databases, accessing a variety of mainframe and other software databases, and communication and networking techniques are all required for this position. Skill in maintaining positive personal relationships and exercising good group dynamic skills. Skillful communicator and negotiator in groups guiding issues and concerns, facilitating a common understanding of problems/issues while ensuring facility and clinical standards/operational requirements are met. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is generally sedentary but will require frequent walking and bending. Travel between the HVAH divisions, CBOCs, and other leased properties will be required. The work is generally performed in an office environment and through the HVAH; involves entering active construction sites, wearing proper PPE and the use of safe work habits with office and IT equipment.
