This position is with the Veterans Benefits Administration (VBA), Outreach, Transition and Economic Development (OTED) in Washington D.C and reports to the Assistant Director for the Transition Assistance Program (TAP). The incumbent serves as a consultant to the Assistant Director for TAP and VBA senior leadership and is responsible for supervising a team that provides strategic planning and support for VA TAP.
Duties
Specific duties include:
The incumbent serves as an advisor and consultant to the Assistant Director for TAP on strategic planning for TAP, overseeing and engaging in a full range of administrative and management services (TAP projects and initiatives, legislative matters, evidence-based policy making and budgeting, strategic messaging, and communications, etc.).
Incumbent directs staff efforts in planning, organizing, and conducting difficult and complex studies of TAP to determine strengths, weaknesses, and best practices. Further identifies operational issues, recommend appropriate corrective actions to be taken, and brief anticipated results to senior-level VBA management.
The incumbent carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Plans and assigns work, sets priorities, advise employees on program goals and objectives, and makes decisions on work issues presented by subordinate supervisors. Sets performance standards and appraises the work of employees. Identifies developmental and training needs of employees; provide and/or arrange for needed development and training.
Incumbent leads special projects and initiatives with the responsibility for researching, planning, and executing, and/or evaluating complex operations, programs, and policies which affect VA TAP and the military to civilian transition experience.
Serves as the lead on creating and overseeing legislative matters and materials. Ensures that all inquiries, proposals, written and verbal statements, and related documents are addressed within an adequate timeframe and the response is appropriate and in accordance with VA policy.
Responsible for reviewing, analyzing, and summarizing legislative bills, testimony and taskers being considered by Congress to determine the effect on current OTED programs within VBA.
Supports communication aimed at internal and external audiences to include, but not limited to Congressional members and staffers, Veteran Service Organization liaisons, other Administrations and management officials within VA, the Department of Defense, senior members of the military and employees across VA business lines.
Ensures alignment with guidance received from senior leaders, supporting the implementation of guidance and direction related to TAP and OTED's priorities, as well as adherence to set timelines and stated goals and objectives. Gives direction related to administrative matters and highly visible, complex, difficult issues associated with organizational and operational support.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A).
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. For a GS-15 position, you must have served 52 weeks at the GS-14 level.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-15 Grade Level:
Specialized Experience: Qualifying experience for the GS-15 level includes one year of specialized experience at least equivalent to the GS-14 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include, but are not limited to:
Performing strategic planning work including long term program planning, budgeting, conducting risk assessments, and developing recommendations for resolving issues.
Directing comprehensive and complex program reviews; AND monitoring and controlling program progression and effectiveness through analysis of policies, directives, and organizational short and long-range goals.
Utilizing Project Management Book of Knowledge (PMBOK) and/or Federal Acquisition Certification for Project Managers (FAC-PPM) Principles to execute projects and initiatives.
Reviewing and preparing responses to legislative matters.
Education Substitution: There is no education substitution at the GS-15 level.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: Work is primarily sedentary, but involves use of a personal computer so a degree of manual dexterity and visual acuity sufficient to use these tools is required. Occasional standing, bending, walking, and stooping are also necessary. Some slight physical effort is required in that incumbent may be required to travel. No special physical demands are required.
