About the Position: Serves as the Senior Capabilities Developer for the Department of Defense (DoD) Civilian Harm Mitigation and Response (CHMR), Civilian Protection Center of Excellence (CP CoE).
Relocation, Recruitment, Advanced in hire and Advanced Leave Accrual incentives may be authorized in accordance with agency policy.
Duties
Serve as the subject matter advisor and expert on the development of Operational and Organizational Concepts and Designs for the Civilian Protection Center of Excellence (CP CoE).
Conduct Capabilities Based Assessments (CBAs) to systematically acquire and assimilate data, perform in-depth analysis, and integrate information for the development of CHMR required capabilities, and solutions development.
Responsible for organizational design, concept development, supportive analysis, requirements determination processes, from the concept phase through engineering design phase leading to operational testing, production, and fielding.
Synchronize and integrate concept development with a wide range of force modernization proponents.
Identify associated required capabilities, experimentation learning objectives and demands.
Prepares detailed plans, budgets, and schedules for assigned programs.

Specialized Experience: One year of specialized experience which includes analyzing the effectiveness, efficiency, and productivity of capabilities operations; identifying capabilities requirements supporting unified operations; evaluating operations to improve organizational direction and focus. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
