The Management and Program Analyst position is located in the Office of Mission Support (OMS), Department of Veterans Affairs, Veterans Benefits Administration (VBA). This position serves as the operational assistant and advisor to the Director of Operations, Safety, Security, and Emergency Preparedness Directorate (OSSP) on procedures, budgets, correspondence management, and administrative and support services as they pertain to Safety, Security, and Emergency Preparedness.
Duties
Serves as a liaison for the OSSP Director by facilitating meetings, conferences, and events.
Coordinates OSSP program goals and initiatives with internal VA and VBA stakeholders, private interest groups, non-profit organizations, and other federal, state, local agencies.
Ensure effective inter-agency coordination as well as to build strong and effective internal collaborative efforts and inter-agency partnerships.
Develop and improve policy and program initiatives, provide recommendations, and inform the Director of any potential problem areas requiring attention.
Resolve programmatic or problematic issues using professional discretion, judgment, confidentiality, and sensitivity.
Reviews, analyzes, develops, and/or updates VA and VBA policy, guidance, doctrine, goals, and objectives to meet program requirements.
Works with the Director and OSSP leadership to prepare technical documents, reports, and action plans.
Conducts detailed reviews of FIOA requests, congressional requests, senior management inquiries and correspondence and assigns VIEWS to the appropriate OSSP liaisons/Subject Matter Experts (SMEs).
Ensures all assignment submitted are complete, thoroughly examine, and ready for supervisory level reviews.
Manages a workflow assignment tracking database and reporting tool(s) to ensure OSSP leadership are aware of pending deadlines.
Provides administrative management for the organization such as maintaining hard and soft file systems, office travel, budgets, and purchase card procedures.
Researches, analyzes, evaluates, and reports on system-generated data, narrative information, and statistical data.
Develops written input for briefings, data-calls, meetings, charts, and the like.
Assist in developing and providing training on administrative topics and/or OSSP programs.
The incumbent is expected to use the full range of automated technology tools available in the organization, including those available from the MS Office Suite and similar information technology tools.
Effectively manages and coordinates special projects and/or initiatives within OSSP.
Builds strong and productive relationships with other VA/VBA Central Office entities to reach project objectives and buy-in from different business lines.
Determines resource requirements and recommends resource allocations based on priorities and needs.
Ensures appropriate resources are allocated to allow successful and timely completion of the project without disrupting normal workload activities.
Communicate effectively orally and in writing.
Prepare clear, detailed, thorough, concise reports, and briefing materials to senior management on the project and/or program.
Resolves sensitive, controversial, and complex situations, while assessing, identifying, and recommending solutions that balance VA and VBA requirements.
Keeps the Director informed of unresolved or controversial issues, and related progress until the issues are resolved.
Protects printed and electronic files containing sensitive data in accordance with the provisions of the Privacy Act of 1974 and other applicable laws, federal regulations, VA statutes and policy, and VBA policy.
Protects the data from unauthorized release or from loss, alteration, or unauthorized deletion.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A).
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. For a GS-13 position you must have served 52 weeks at the GS-12 level.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
Specialized Experience is defined as experience equivalent to the GS-12 level in the Federal service related to:
Experience using data, administrative reports, and statistics, including their content, meaning, and use in decision-making.
Experience planning, executing, and managing complex projects.
Experience collecting, analyzing, and managing pertinent organizational data and information.
Experience managing workload for leading project teams, project tracking/reporting, and project execution/close-out.
Experience using resource information systems, MS Suite software systems, and analytics to provide milestones, testing, charts, graphs, benchmarks, reports, cost analysis, updates, and briefings for successful program and project completion/closure.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work is sedentary. Some work may require walking and standing in conjunction with travel to attend meetings and conferences away from the work site. Work may require carrying light items such as papers, books, or small parts. The work does not require any special physical effort.
