About the Position: This position falls under the Defense Health Agency (DHA) Tidewater Market conducting surveillance of contractor performance of a variety of complex health/clinical/administrative services, advising, and evaluating quality of diverse health care delivery systems at the Army Health Center McDonald, Logistics, Joint Base Langley-Eustis, Virginia.

Duties

Establish methods and systems to monitor a wide range of contractor performance activities in accordance with various contracts as needed. Assist in writing, developing, and evaluating performance work statements and statements of works that define requirements in clear, concise language identifying specific work to be accomplished. Evaluate the effectiveness of all contracts assigned for surveillance and provides MCAHC leadership with supported recommendations to improve quality and efficiency. Establish satisfactory threshold of performance within the framework of the contract. Establish procedures for organizing, maintaining, and reporting information gathered through the surveillance process. Prepare reports, staff papers, briefings, etc., in order to keep the command informed of trends, problems, etc., relating to contractor performance. Review and process invoices, claims, and other related documents presented by the contractor and maintains contractor files. Knowledge of and skill in the application and understanding of General Fund Enterprise System (GFEBS); Procurement Integrated Enterprise Environment System (PIEE); Wide Area Workflow (WAWF) and the Paperless Contract File System (PCF).

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Contracting or Acquisitions/Purchasing. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
