About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.
You may need to complete a 3 year probationary period, if applicable.
This position is with 7th Signal Command, 93rdt Signal Brigade, located at Fort Eustis, Virginia.
Duties
Serves as Acquisitions Advisor on a team performing a full range of pre- and post-award contract administration work from simplified acquisition to contracts for a variety of complex and non-complex supply and services.
Coordinate with customer and the bank concerning account establishment, modification, termination, and delinquent payments.
Interpret contract provisions for the brigade.
Draft informational material to teach, clarify, and explain regulatory and policy changes and to note recurring errors observed during system review.
Coordinate procurement management data (metrics) and performance standards obtained from the various procurement systems, consolidates, and interprets data to identify areas of concern and develops strategies for improvement.
Review proposed procurement actions which may include policy or regulatory waivers, peer reviews, determination and findings, and justification and approvals.
Establish, implement, and maintain a viable procurement and acquisition program that fully supports the Brigade’s operational mission.
Review and processes the necessary documentation to support acquisition information technology (IT) equipment and support for sustainment operations.
Develop guidance, plans, and policy for managing the brigade’s acquisition management and contracting programs.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

Specialized experience would be demonstrated by advising management on contracting policies, regulations and procedures; performing pre and/or post contract administrative work and review and process the necessary documentation to support acquisition information technology (IT) equipment and support for sustainment operations; and performing duties as the subject matter expert (SME) for acquisition tools used by the Brigade.
