The incumbent serves as the Embedded Integrated Prevention Coordinator Supervisor, providing leadership, direction, supervision, guidance, consultation, assistance, and coordination for all aspects of the afloat-integrated prevention program. Performs tasking associated with maintaining a high quality, proactive, primary prevention workforce, such as analyzes, evaluates and advises management on the effectiveness of embedded integrated primary prevention programs.

Duties

SUPERVISORY DUTIES Provides immediate supervisory technical oversight for up to fifteen (15) subordinates. Provide direct supervision and directs work to be accomplished by staff. Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities. Organizes, set, and monitors workflow, provides technical and administrative supervision. Plans, assigns, and directs work through direct contact with staff and regularly scheduled meetings. Establishes performance standards for subordinates. Addresses potential disciplinary and/or performance issues timely and takes appropriate, corrective action(s) as necessary. Conducts annual performance reviews of staff. Participates in recruitment, interviewing, and selection of personnel. Ensures staff receives proper training to fulfill requirements of their positions. Provides general project oversight for contract personnel, as required. PROGRAM MANAGEMENT Conducts analysis of complex functions and work processes of programs and makes recommendations for improvement in the effectiveness of line programs and efficiency of the management of operating programs and work operations. Advises organizational leadership on methods and procedures, management surveys, management reports, and control techniques. Advises organizational leadership on policies, programs and initiatives regarding integrated primary prevention. Ensures the organization's strategic plan, mission, vision, and values are communicated and integrated into prevention efforts. Recommends resource adjustment or changes to policy and procedures to increase program efficiency. Recommends resolution of forecasted or existing funding shortfalls through pursuit of additional funding or redistribution. Provides technical advice and guidance to stakeholders, as well as analysis of complex legislation, policy, and regulatory decisions. Collaborates with installation, command, and civilian leaders to ensure compliance to all applicable federal regulations and Congressional legislation. Encourages the establishment of coalitions with stakeholders, internal and external to the Department of Defense on issues related to the integrated prevention methodologies.

Requirements

• Must provide proof of U.S. Citizenship or U.S. National.
• A valid State driver's license is required to operate motor vehicles.
• Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment.
• Must meet federal suitability requirements including successful completion of background investigation and obtain/maintain a Secret Security Clearance (T3).
• A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any scheduled appointments.
• Complete a one-year probationary period.

Qualifications

Expert knowledge of personnel policy and practices to handle human resources requirements in a government environment (e.g., recruitment, performance management, evaluation). Detailed, expert knowledge of the primary prevention initiatives, policy, resourcing and administration of service prevention. Extensive skill with prevention activities to include suicide prevention, family and interpersonal violence, sexual harassment, sexual assault prevention, substance abuse, health promotion, and others as assigned. Knowledge of associated laws, regulations, and policies used by the Department of Defense (DoD), Department of the Navy (DON) and other U.S. government agencies to effectively manage individuals and teams in the workplace. Knowledge of techniques to mentor, motivate and coach subordinate employees and skill in leadership practices to develop a headquarters staff into a cohesive team committed to quality programs for customers in the field Ability to independently plan, develop, prioritize and manage continuing projects, operations and programs Knowledge and understanding of the requirements and operations of DoD and DON programs related to integrated primary prevention Display high level skill in designing and conducting comprehensive studies and preparing solutions related to broad operational and contingency issues. Expert knowledge of prevention services, current prevention and intervention skills, techniques, and theories. Expert knowledge of Federal and agency regulations and the specific organization's programs and missions Expert knowledge of pertinent laws, regulations and policies related to the program operations area to consider their impact on programs. Mastery knowledge of qualitative and quantitative techniques for measuring and improving effectiveness, efficiency and productivity of assigned programs. Knowledge of CNIC's EEO policy and procedures. Expert knowledge of military community support programs. Skill in applying a wide range of qualitative and quantitative measures and indicators for the assessment, restructuring and improvement of complex operations. Skill in designing and conducting comprehensive studies and preparing solutions related to broad operational and contingency issues. Skill in analyzing and interpreting a wide variety of issues and formulating policy or procedural solutions. Ability to work with service members and military families. Ability to develop concepts in program management and implementation, requirements determination, policy development and supervisory skills. Ability to prepare and effectively deliver recommendations at management briefings. Ability to perform the full range of supervisory duties. Ability to communicate effectively both orally and in writing with senior officials and staff of the Navy, Department of Defense and other services to include federal and community agencies as well as Navy FFSP regional offices. Knowledge of techniques and formats required for effective communication with flag level officials as well in drafting policies/programs. Requires initiative and flexibility to cover rapidly changing situations.
