The incumbent provides leadership, direction, supervision, guidance, consultation, assistance, and coordination for all aspects of CAP at the FFSC.

Duties

This position is located at a Naval Base Coronado, Fleet and Family Support Center (FFSC) and reports directly to the FFSC Director. The incumbent serves as the FFSC Counseling, Advocacy, and Prevention (CAP) Supervisor. The incumbent provides leadership, direction, supervision, guidance, consultation, assistance, and coordination for all aspects of CAP at the FFSC. Performs the full range of duties, responsibilities and taskings associated with maintaining a high quality, proactive, supportive program of clinical services to Navy families and the Navy. Provides direct supervision, consultation, and clinical oversight of all CAP services to ensure compliance with federal and state laws, ethics, and standards, protect the Navy from liability, and assure quality delivery of clinical services. Represents FFSC at professional conferences and committee meetings within the Military and in the community. Collaborates with other FFSC programs including: Work and Family Life and Sexual Assault Prevention and Response, and with entities outside of FFSC. Counseling and Advocacy services are provided in the following program components: Clinical Counseling, Family Advocacy Program (FAP), Victim Advocacy (VA), Problematic Sexual Behavior in Children and Youth (PSB-CY), Sailor Assistance and Intercept for Life (SAIL), Critical Incident Intervention, and New Parent Support Home Visitation Program (NPSHVP). Clinical counseling includes assessment and diagnosis, treatment planning, short-term solution focused non-medical counseling (individual, marital, group, and family), critical incident response, and coordination of civilian and military social services. FAP includes prevention, reporting, assessment, intervention, case management, treatment, command consultation, and community partnerships for child abuse/neglect and intimate partner violence. The Counseling and Advocacy Program Supervisor acts as the Family Advocacy Representative (FAR), one of the voting members of the Incident Review Committee (IDC). Victim Advocacy includes safety assessment and planning, information, referrals, and support for child abuse/neglect and intimate partner abuse victims. PSB-CY includes case management, multi-disciplinary collaboration, assessment, psychoeducation, treatment, and referral for inappropriate sexual behavior between children. SAIL case management includes assessment, safety planning, and care coordination for active duty personnel with suicide related behavior. Critical Incident Intervention includes responses to isolated incidents, Combat Operational Stress First Aid (COFSA), command consultation, and suicide intervention. NPSHVP includes screening, assessment, and home visitation services for new and expectant parents. May provide direct clinical services on an as needed basis. Performs other duties as assigned.

Requirements

  • Must provide proof of U.S. Citizenship or U.S. National.
  • A valid State driver's license is required to operate motor vehicles.
  • Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment.
  • Must meet federal suitability requirements including successful completion of background investigation and obtain/maintain a Secret Security Clearance (T3).
  • A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any scheduled appointments.
  • Must be current in continuing education credits/units.
  • Applicant must be state licensed for at least two (2) years.
  • May be required to serve in an “on call” duty status outside of normal work hours.

Qualifications

A Master's degree or doctorate in Social Work, Marriage and Family Therapy, Counseling or Clinical Psychology or related field from an accredited institution from any US State. Have and maintain a current and valid state clinical license that permits the incumbent to function as an independent health practitioner and fully meet and maintain the Tier II or Tier III SECNAVINST 1754.8 requirements. Are current in continuing education credits/units to maintain license. Shall have two years of professional experience leading human service providers. Comprehensive, current professional knowledge and practice skills in clinical counseling services, child/spouse abuse services, and management functions. Professional knowledge and expertise in concepts, principles and practices of Sociology, Psychology, Social Work and Management, or a related field, as demonstrated by completion of graduate education, training and extensive professional experience in one or more of the mentioned disciplines. In depth knowledge of state, local, federal, family, and human resource service agencies and of the legal aspects of family relationships, laws protecting children, as well as the professional ethics or marriage, family, individual and child counseling, and the legal implications and responsibilities in the provision of such services. Knowledge of professional assessment and diagnosis of the individual and the family; their needs and expectations; their interpersonal relationships; and their rights and obligations in the areas of economics, social, cultural, psychological, emotional, physical, physiological, and legal obligations and rights. Extensive knowledge of aspects of Navy life and related situations, which create family crisis problems, such as, might be gained from working in a Navy service agency. Uses in-depth knowledge of the principles and practices of the social work or psychology, a knowledge of counseling techniques, knowledge of the Navy and civilian communities, social services policies, procedures, regulations, and a knowledge of various sources of human services assistance. Extensive knowledge of the Navy's Family Advocacy Program (FAP). Ability to supervise and direct staff in a clinical service agency. Ability to present sensitive, at times controversial, information to groups of people in a clear, concise manner. Knowledge of current Diagnostic and Statistical Manuel of Mental Disorders (DSM) diagnosis and diagnostic procedures. Skill in problem solving and prevention activities associated with families and organizations, which provide family service; knowledge of diagnostic skills in areas of emotional pathology and psycho-social dynamics with the family and high degree of competence in consultation, program development, teaching and supervision. Knowledge of principles and practices in the areas of research methods, group dynamics, motivational psychology, domestic violence, developmental psychology, and family systems therapy. Ability to recognize and define family and individual problems, to independently reach accurate conclusions, make sound recommendations and decisions and provide appropriate solutions. Ability to establish and maintain effective professional relationships at all levels. Ability to assess problems of a high complex nature in order to develop practical and workable solutions. Ability to adapt to changing work conditions, frequent interruptions, and pressures of short deadlines. Must be able to communicate clearly and effectively in English both verbally and in writing with all levels of management, staff, community agencies, military personnel, and their families. Must meet Federal Employment suitability requirements and successful completion of background investigation. Background Investigations are conducted using fingerprint identification and completion of background inquiry forms. Must be eligible for Secret clearance or obtain eligibility to Secret by investigation upon employment and for continued employment.

Education
