The primary purpose of this position is to serve as the Lead Instructor, leading development, delivery, and evaluation of special operations focused on graduate level equivalent curriculum and professional military education for the Joint Special Operations Forces Senior Enlisted Academy (JSOFSEA).
Duties
1. Directs a graduate level Instructor Facilitated Distance Learning (IFdL) program annually, operational and strategic level, Special Operations Forces-Peculiar (SOF-P), Joint Enlisted Professional Military Education (EJPME) Program.
2. Directs graduate level Resident Learning course management for a 10-instructor (military, civilian, and contractor) team, overseeing of graduate level resident instruction delivery for 240 senior enlisted service members, and equivalent international, and intergovernmental students annually.
3. Leads and conducts graduate level original curriculum development, course instruction, topical research, scholarly analysis and program evaluation for special operations forces senior enlisted education (JSOFSEA).
4. Performs extensive graduate level critical analysis and scholarly research that supports the education program's learning outcomes.
5. Presents graduate level Joint Special Operations doctrine, strategy, and operational concepts curriculum to U.S. military, federal agency and multinational partner students.
6. Liaisons with and provides top-level advice to JSOU-EA, JSOU, USSOCOM, SOF Component Commands, TSOC, Service, and other senor subordinate commands on a continuous basis, providing a broad array of subject matter expertise in all aspects of joint enlisted education.
7. Incumbents are responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmic view point to ensure overall information protection requirements meet mission requirements.

- Graduate degree from a regionally accredited college or university in National Security, Strategic Studies, or related degree program is highly recommended

Qualifications
QUALIFICATIONS: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, to include the Individual Occupational Requirements (IOR) for the GS-1712, Training Instructor series.
Specialized Experience: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s); Supervising or administering a training program; Development or review of training/course materials, aids, devices, etc., and evaluation of training results; Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of Special Operations and interagency subject matter areas and issues that directly affect current or future Joint Special Operations doctrine, strategy, counter-terrorism planning, concepts of operations, operational procedures or systems, and other functional issues.
2. Mastery knowledge in the following subject matter areas: 1) Profession of Arms; 2) Organizational Leadership. 3) Joint and SOF Communications, Synchronization, and Analysis; 4) Joint, Interagency, Intergovernmental, and Multinational; 5) Plans, Policy to Action; and 6) Magnet Capstone.
3. Knowledge of U.S. defense policy, national security/defense/military strategies, history of Special Operations Forces, illustrative military operations, organizational structures, command and control mechanisms, Multi National Special Operations Forces, and the capabilities/application of Special Operations Forces across the spectrum of conflict.
4. Expert knowledge of Service professional military graduate level education systems for Distant Learning and Residential CEP 3 courses.
5. Knowledge of the principles, practices, and techniques of instruction to include use of technology for design and delivery of graduate level education.
6. Ability to effectively communicate and deliver instruction in professional military education courses and through various instructional technology mediums to a varied audience.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
