The primary purpose of this position is to serve as a first level supervisor of the Interagency Education Division, whose primary purpose is to apply expert knowledge of analytical and program management methods and a thorough understanding of Special Operations Forces (SOF) ... (CONT BELOW)
Duties
(CONT) .... joint military and interagency operational doctrine and procedures to the development of professional education for mid-career, senior and executive-level national security professionals and to the evaluation and measurement of the Interagency Education Program including the impact upon the program of new or modified policy and regulation.
Plans, organizes, and directs the activities of the Interagency Division, applying expert knowledge of analytical and program management methods and a interagency doctrine and procedures to the development of professional education for mid-career, senior and executive-level national security professionals and the evaluate and measure the Interagency Education Program including the impact upon the program of new or modified policy and regulation.
Exercises supervisory personnel management responsibilities.
Represents the Interagency Education with a variety of USSOCOM JSOU and functional area organizations.
Direct the JSOU Interagency Education.
Manages projects, leads working groups and special study task forces, and prepares and/or reviews position papers and other necessary documents for negotiations between JSOU senior officials and their counterparts in DOD, USSOCOM Component Commands, the Combatant Commands, and other appropriate US government agencies.

Qualifications
In order to qualify, you must meet the SPECIALIZED experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Training Instruction Series 1712.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s); Supervising or administering a training program; Development or review of training/course materials, aids, devices, etc., and evaluation of training results; Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis; to include practical experience with special operations forces in one or more of the following subject matter areas: 1) Joint SOF Doctrine/SOF Command and Control (C2) structure, 2) SOF Air Operations, 3) SOF Maritime Operations, 4) Unconventional Warfare, 5) Counterterrorism, 6) Psychological Operations (PSYOP), 7) Civil Affairs Operations, 8) Foreign Internal Defense, 9)Counterinsurgency, 10) Multi-National Special Operations, 11) Irregular Warfare 12) Interagency Activities and Interoperability and 13) Security Force Assistance.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of advanced concepts and principles of military education as well as knowledge in a broad range of Joint Special Operations doctrines strategy and operations including current issues of interest to USSOCOM leadership and the national defense community.
2. Knowledge of safety and security regulations, practices and procedures.
3. Ability to plan, organizes, and directs the functions and staff of a small to medium sized organization.
4. Ability to communicate effectively, both orally and in writing.
5. Knowledge of a wide range of qualitative and quantitative methods for the assessment and development of education program objectives and evaluating the effectiveness of operations requiring an understanding of the substantive nature of education programs and their interrelationships.
6. Knowledge of learning theory and the principles, practices, and techniques of instruction.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
