The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Joint Special Operations University (JSOU) Irregular Warfare Operations.

Duties

Plans, organizes, and, directs the activities of JSOU's irregular warfare operations, ensuring that JSOU's irregular warfare operations-focused academic staff, associate faculty and support staff complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents JSOU's Irregular Warfare Operations with a variety of installation and functional area organizations. Develops and writes policy and position papers in response to actions originating in other DOD and non DOD offices or agencies that have implications for national security and Joint Special Operations doctrine, strategy and concept of operations. Maintains currency on SOF strategy, organization, policy, doctrine, operational concepts, and current operations.

  • This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
  • As a mandatory requirement for employment, the incumbent is to refrain from the use of illegal drugs and if requested, submit to urinalysis testing. Appointee must sign a statement acknowledging the position occupied is a TDP.
  • IAW DoDI 3020-42 this position has been locally or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity.
  • Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS-1712 series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes Mastery of advanced concepts and principles of military education as well as expert knowledge on a broad range of Joint Special Operations doctrine, strategy, and operations including current issues of interest to leadership and the national defense community to improve existing and develop new and innovative education strategies and programs. Practical experience with special operations forces in one or more of the following subject matter areas: 1) Joint SOF Doctrine/SOF C2 structure 2) SOF Air Operations 3)SOF Maritime Operations 4) Unconventional Warfare 5) Counterterrorism 6) Psychological Operations (PSYOP) 7)Civil Affairs Operations 8) Foreign Internal Defense 9) Counterinsurgency 10) Multi-National Special Operations 11) Irregular Warfare and 12) Interagency Activities and Interoperability. Knowledge of US National Security policy making architecture and the coordination process. Knowledge of scholarly research and writing techniques sufficient to conduct complex non-technical studies and analysts affecting significant Joint Special Operations and national security issues that define and describe feasible options for Joint Special Operations doctrine, strategy, and concept of operations including the consequences of their adoption. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of qualitative and/or quantitative methods for the analysis of Special Operations Forces (SOF) issues as pertain to Joint Special Operations doctrine, strategy, concepts of operations, and other complex issues and the skill in applying a variety of scholarly (non-scientific) research techniques to analyze program objectives and to assess progress toward their achievement Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing. Knowledge of a wide range of special operations or interagency subject matter areas and issues that directly impact current or future Joint Special Operations doctrine, strategy, concepts of operations, operational procedures, policy, or systems and other functional issues. Knowledge of the learning theory of instruction; and knowledge of US defense policy, national/security strategy, history of Special Operations Forces, illustrative military operations, organizational structures, management, strategic planning, command and control mechanisms, Multi-National Special Operations Forces and the capabilities/application of Special Operations Forces across the spectrum of conflict. Knowledge of Irregular Warfare educational and instructional work and knowledge at the expert level in one or more of the following subject matter areas: 1) Joint SOF Doctrine/SOF C2 structure, 2) SOF Air Operations, 3) SOF Maritime Operations, 4) Unconventional Warfare, 5) Counterterrorism, 6) Psychological Operations (PSYOP), 7) Civil Affairs Operations, 8) Foreign Internal Defense, 9) Counter insurgency, 10) Multi-National Special Operations, 11) Irregular Warfare, and 12) Interagency Activities and Interoperability. Skilled in the development and delivery of academic instructions using a variety of education techniques and methods to a geographically dispensed audience with varying educational backgrounds in an effective and efficient manner. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
