This position is assigned to Farm Production and Conservation (FPAC) Business Center (BC), Management Service Division, Business Management Branch.Duties to include:
Establishing and developing associated performance tools to measure technical performance.
This is a NTEU Bargaining Unit position.
Duties
Responsible for planning, scheduling, and coordinating the division budget effort, to produce a budget plan and execution process for the organization and supported activities.
Provides advice and guidance to program and line managers on the interpretation of budget estimates and the formulation of budget requests in support of the Division programs.
Performs budget formulation work involving preparation of detailed analyses of annual and/or multi-year budget estimates for assigned organizations/programs into a consolidated budget request.
Completes projections for financial resources for a variety of programs to include recurring operating needs.
Performs budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding, such as direct annual, multi-year, and no-year appropriations.
Conducts analyses, reviews, and special studies of budget and/or related information.
Develops specialized reports; conduct analyses of program data; develop flow charts, tables, graphs, and other visual data displays.
Utilizes databases and spreadsheets to collect and analyze data and develop data visualizations using tools such as PowerBI, tableau.
Participates on teams and collaborate with different offices and divisions of various subject matters and technical backgrounds.

Qualifications
Specialized Experience for the GS-09:To qualify for this position, you must possess at least one year of specialized experience, equivalent to the Federal GS-07 level or higher, that has equipped you with the necessary knowledge, skills, and abilities to successfully perform the duties of this position. This experience MUST have included:
Experience performing budget administration functions in the formulation, execution, and review of assigned portions of budget.
Experience in applying accepted budgetary concepts in budgets and programs of assigned activities.
Proficient quantitative skills using statistical methodology to improve business operations.
Intermediate skills in building data analytics tools to improve operational efficiency and performance.
Experience in collecting, evaluating, and standardizing data from multiple sources and structure analysis into clear results and presentations.
Demonstrated ability to create visual representations of data using software such as Power BI, Tableau.

Knowledge of preparing detailed budget estimates, justifications and budget execution plans.
Performing or advising on work in all phases or budget administration systems, requiring knowledge of budgetary regulations and procedures as well as assist managers in the submission of budget estimates, and justifications for funds.
Proficient quantitative skills using statistical methodology to improve business operations.
Intermediate skills in building data analytics tools to improve operational efficiency and performance.
Experience in collecting, evaluating, and standardizing data from multiple sources and structure analysis into clear results and presentations.
Demonstrated ability to create visual representations of data using software such as PowerBI, tableau.
Provides financial management guidance; interpreting financial data; and performing ongoing financial analysis.
