This position is located in the Health Resources and Services Administration, Bureau of Health Workforce, Division of Regional Operations. Duties

This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives. Major Duties As a Lead Management Analyst, you provide technical expertise with responsibility for planning, coordinating, and evaluating assigned initiatives. Your major duties and responsibilities include: Serving as the division technical expert and coordinator in providing education, technical assistance, advice, and guidance relative to health workforce technical platforms, including but not limited to the BHW Management Information System and Solutions (BMISS), Health Professional Shortage Area (HPSA) Find, the Electronic Handbook, the HRSA Data Warehouse, and SharePoint. Providing guidance and resources by using BMISS, HPSAFind, HRSA Electronic Handbook, the HRSA Data Warehouse and SharePoint to confirm accurate information, review program eligibility, and ensure a high degree of data integrity. Identifying and recommending opportunities and strategies for technical systems and process improvements. Providing solutions for technical problems related to BMISS functionality impacting the Division of Regional Operations (DRO). Overseeing and monitoring DRO contracts, including but not limited to NHSC Scholar Site Visit and Relocation contract. Directing activities that include reviewing contracts, grants, and cooperative agreement materials. Reviewing and evaluating programmatic effectiveness and compliance with statutory mandates. Requirements

  • U. S. Citizenship is required.
  • All qualifications and time-in-grade requirements must be met by the closing date of the announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.

Qualifications

QUALIFICATION REQUIREMENTS: Selective Factor: To meet the minimum qualification requirements, you must possess at least one of the following current certifications and provide the required documentation for verification of the current certification by the closing date of this announcement. All applicants must have one of the following: A current/active Federal Acquisition Certification for Contracting Representative certification that is at least a Level III certification. As verification that you meet this selective factor requirement, you MUST provide BOTH a copy of your current FAC-COR certification showing Level III AND a copy of your Continuous Learning Individual Progress (CLIP) Dashboard from Federal Acquisition Institute (FAI) Cornerstone OnDemand (CSOD) as part of your online application package by the closing date of the announcement. Please refer to the FAI Employee Task Aids for assistance in obtaining the required documentation. OR A current/active Defense Acquisition Workforce Improvement Act (DAWIA) Level III certification. As verification, you MUST provide a copy of your current DAIWA Level III certification OR Acquisition Career Record Brief (ACRB) showing proof of a DAWIA Level III certificate (which shows that you are currently certified through at least the closing date of this announcement) OR DOD Contracting Professional/Foundational Certification along with your DAU transcript. In addition to the above mandatory selective factor, to qualify for this position at the GS-14 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service. MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. Examples of the minimum qualifying specialized experience equal to the GS-13 level include the following types of tasks performed on a regular and recurring basis: Using quantitative and/or qualitative methods to gather data and conduct evaluations of business platforms, system, or software to identify ways to increase/enhance the organization's operations. AND Monitoring or overseeing federal contracts, grants, or cooperative agreements to ensure the work is completed as required and in compliance with federal requirements. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
