This position is assigned to Farm Production and Conservation (FPAC) Business Center (BC), Management Services Division, Real Property - Space and Facilities Management Branch. Duties include: Developing operational procedures, strategic plans and programs to support agency initiatives. Providing for procurement, of facility space needs, installations, furniture, and electrical. Performing & providing oversight of the facility. For Kansas City, MO, this is a NTEU Bargaining Unit position.

Duties

Coordinate efforts of key personnel, senior leadership, key managers, or department heads to accomplish organizational missions. Ability to plan, coordinate, manage, and execute program functions. Ability to research, interpret, and apply laws, regulations, policies, and procedures. Performing and providing oversight of facility management activities which support agency mission. Prepares and tracks project milestones, budget and cost, and construction schedules. Establishes evaluations criteria and measurement to assess projects. Prepares timeline or project completion, happened meaning a system for review, control, and reporting on project status. Direct the acquisition and management of large numbers and types of contracts supporting all aspects of leasing, building renovations, facility inspections and repair projects. Coordinates the activities of all appropriate professional goods and services contractors during all phases of the project. Participate and conducts formal and informal presentations, briefings or necessary customer interactions on all aspects of projects. Knowledge and skill in applying analytical and evaluative techniques to make recommendation on space improvements. Develop and track project milestones, and construction schedules to establish evaluation criteria and measurement to assess projects and reports project status. Knowledge of management and organizational techniques, systems, and procedures to independently develop innovative solutions to address unanticipated project complications.

Qualifications

Specialized Experience for GS-12: Applicants must have one full-time year of specialized work experience equivalent in difficulty and responsibility to the GS-11 grade level in the Federal service which includes: 1) leading, performing, coordinating and providing oversight of support services and operations programs; 2) knowledge of regulations and operation procedures governing support services and operations; 3) developing operational procedures, strategic plans and programs to support agency initiatives ; 4) oral and written communication techniques and methods in order to conduct compliance reviews, prepare reports that substantiate findings. There is no education requirement for this position. Specialized experience cannot be substituted with education. Applicants must meet all qualifications and eligibility requirements by the 09/27/2023 of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined above. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
