The primary purpose of this position is to serve as the Program Manager for Air Force Lean/Six Sigma Continuous Process Improvement (CPI) and Air Force Lessons Learned (AFLL) programs in order to build and maintain organic problem solving and lessons learned expertise.
Duties
Serves as an Air Force CPI Black Belt, innovation program and Lessons Learned (LL) Subject Matter Expert (SME) and consultant. Advises commanders and leadership on complex strategic, operational and tactical problems. Frequently interacts with NAF and MAJCOM functional community to ensure organizational alignment with higher headquarters mission and vision.
Fosters a culture of improvement and innovation in the wing/independent group, and subordinate units. Provides advice and assistance to process owners on the design and implementation of measurement systems and corresponding metrics needed to assess the performance of the organization's key processes.
Responsible for developing the organization's organic capability to apply CPI tools and methodologies by managing the CPI training and certification programs. On a continuous basis, identifies and evaluates training requirements. Evaluates material to ensure effective executive and professional training.
Responsible for leading complex projects that often cross organizational boundaries. Works with team leaders to ensure that improvement projects and events are appropriately scoped and resourced. Provides advice and assistance to help team leaders draft and coordinate project and event charters for champion's approval.
Serves as the organizational OPR for managing the LL and innovation program. Develops and disseminates strategic communications to inform members about key aspects of the programs and how they support the mission of the organization

- The incumbent will be expected to complete all requirements for practitioner certification within established program guidelines and timelines if not already CPI Black Belt certified
- As necessary, may be required to work an uncommon tour of duty to meet special or essential unscheduled activities, with brief advance notice
- The incumbent may be required to fly in military and/or commercial aircraft to perform temporary/permanent duty assignments (TDY)
- Must be able to obtain and maintain the appropriate security clearances
- Certification as a CPI/LSS Black Belt with experience as a Green Belt trainer, coach and mentor is highly desirable for recruitment but not required for appointment to this position

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes skill in applying analytical and evaluative methods and an understanding of how to apply them to measure the effectiveness and efficiency of resource utilization by Air Force missions, programs and processes. This includes the ability to direct complex studies requiring advanced analytical and statistical methods and techniques to develop new theories as to the root causes of poor performance and to design innovative or experimental solutions.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Demonstrated skill in applying analytical and evaluative methods and techniques to a broad range of functional areas related to CPI, e.g. Lean, Six Sigma, benchmarking, metric/statistical analysis, and value stream mapping.
2. Knowledge of component/command or equivalent organizational structure and its supporting/supported elements and programs, mission, policies, goals, and philosophies. Demonstrated experience in developing innovative and feasible solutions to complex issues in which the boundaries are broad and difficult to determine in advance.
3. Ability to integrate and coordinate multiple and related missions, functions, subjects, issues, and situations across echelons (or equivalent) to present and recommend solutions in a logical, cohesive format.
4. Knowledge of effective training principles, techniques, and tools required to design, develop, instruct, evaluate, improve and conduct training/course content. Research, interpret, develop and advocate component/command or equivalent organization laws, regulations, policies, and programs.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
