About the Position: Incumbent responsible for the full range of functions encompassing pre-award/post-award contracting functions, issuing solicitations, evaluating proposals, contract negotiations, execution, and administration to procure large, highly complex/high dollar equipment and services.

Duties

Serves as the Senior Contract Specialist/Team Lead with direct oversight of a team of contracting professionals. Ensure distribution of work is assigned to employees based on priorities, requirements, and employee capabilities to meet mission goals. Provide technical advice to subordinates on contract policy/regulations interpretation to ensure compliance. Serve as a functional/technical authority on contracting issues to provide a clear understanding of contract terms and conditions. Exercises broad, expert judgment and finality of decisions in regards to pre-contract negotiation environment, modification to existing contracts and/or approval of contract termination proceedings. Determines method of procurement, milestones, acquisition plans, and types of contract. Analyzes requirements and recommends necessary revisions to requesting activities to clarify requirements.

Requirements

  • You must possess, or be able to obtain and maintain a SECRET security clearance.
  • This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • This position has a Temporary Duty (TDY) or business travel requirement up to approximately15% of the time.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • This is an Army Acquisition Workforce (AAW) position. The employee must meet the DoDI 5000.66 requirements for Contracting Professional Certification within 3 years of entry on duty.
  • Incumbent is required to either possess or obtain a Contracting Officers Warrant.
  • This is a Critical Acquisition Position.  Incumbent must execute a written tenure agreement to remain in the position for at least 3 Years and obtain the highest Career Category Level of Certification within the Career Category/Functional Area.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Qualifications for GS-13 Specialized Experience Required: GS-13: To qualify based on your work experience, your resume must describe at least one year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes: 1) Performing pre-award or post-award contract/procurement functions involving complex equipment and/or service contracts; (2) Developing procurement plans and/or procurement packages to meet mission objectives; AND (3) Overseeing work assignments and/or reviewing work for completion and accuracy. Please NOTE: A Warranted Contracting Officer is desired to fill this position, if already a Warranted Contracting Officer please indicate this on your resume. You will be evaluated on the basis of your level of competency in the following areas: Contract AwardContracting/ProcurementInfluencing/NegotiatingLeadership Time-in-Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
