Duties

The primary purpose of this position is: To serve as a Component Numbered Air Force Headquarters level program analyst that applies Command Control and Communications (C3), Tactical Datalink (TDL), Network Operations, Communications, Integrated Air Defense Systems (IADS), Joint Integrated Fire Control (JTIFC) and Air force military aviation expertise to analyze gaps in capability, develop operational requirements, develop and evaluate programs and initiatives, and formulate recommendations to ensure optimum mission effectiveness of the CONR AOC, NORAD Air Defense Sectors (ADS), National Capital Region (NCR), Joint Air Defense Operations Center (JADOC), alert fighter detachments, and other units assigned in support of the NORAD & NORTHCOM missions. Duties: Applies highly specialized Air Battle Management, TDL, Network Operations, Communications, IADS, and IFC expertise to analyze and evaluate issues and develop recommendations for senior officers to resolve critical and substantive issues/problems that directly impact CDRNORAD/USNORTHCOM, COMACC, the CONR/AFNORTH & AFSPACE J/CFACC, and Commander, Army Northern (CDRARNORTH) within joint operations-centric, major command programs. Analyzes, develops, coordinates, documents, and evaluates planning and programming actions/senior level decision COAs to meet Air Force, Major Command and Combatant Command requirements. Identifies strategic, operational, and tactical requirements, assesses impact on mission essential and non-essential assignments, and develops comprehensive recommendations for changes and revisions. Actively applies highly specialized expertise during participation in reactive and strategic planning sessions to mitigate risk and improve organizational direction and focus using strategic, operational, and tactical level planning tools and techniques. Prepares and delivers oral and written presentations, and authoritative documents and guidance such as briefings, training sessions, consultations, concepts of operation/planning/employment, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and develop/convey information.

Qualifications

This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Category II/Type 5/ Code O. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series, 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of critical command level operations, plans and programs affecting major national security operations; expert knowledge and skill in applying a wide range of theoretical, analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations toward development and/or improvement of critical command plans and programs for conducting major operations such as war, Homeland Defense, DSCA, NSSE, mobilization, exercise, rescue, acquisition, and long-range and contingency bed-down, relocation and operational strategies and support for Air Battle Management, TDL, Network Operations, Communications, IADS, and IFC capabilities and training. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of command level plans and programs for conducting major operations such as war, Homeland Defense, DSCA, NSSE, mobilization, exercise, rescue, acquisition, and long-range and contingency bed-down, relocation and operational strategies and support for Air Battle Management, TDL, Network Operations, Communications, IADS, and IFC capabilities and training. Knowledge of Air Force and command program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations. Knowledge of the application of Air Battle Management, TDL, Network Operations, Communications, IADS, and IFC expertise as it applies to assigned programs and assigned weapons systems. Air Battle Management expertise in at least two of the following command and control systems is mandatory: AWACS, Joint Surveillance Target Attack Radar System (JSTARS), Airborne Battlefield Command & Control Communications (ABCCC), Ground Tactical Air Control System (GTACS), NORAD Air Defense Systems, and NORAD GBAD/IAD systems to ensure integration and interoperability with other C4 and ISR systems and nodes, supporting Air Force unique and joint operations. Skill in designing and conducting comprehensive studies, and preparing solutions to resolve critical and substantive problems, and issues of effectiveness and efficiency, of work operations in major command programs. Ability to plan, organize, and negotiate effectively with senior analysts, military officers, and management to accept and implement recommendations, where proposals involve critical and substantial resources, and require extensive changes in established concepts and procedures. Ability to interpret and deconflict frequently conflicting guidance from multiple sources; transforming it into clear, concise, and easily understood guidance. Must analyze multi-faceted, complex situations, develop courses of action for execution with impacts, and implement directed actions upon approval. Ability to draw together diverse concepts; communicate effectively, both orally and in writing; negotiate and mediate complex issues; and maintain good working relationships. Detailed knowledge of Joint and Air Force doctrine, command and control and operational concepts with particular emphasis on Homeland Defense Operations and Defense Support of Civil Authorities. Knowledge and expertise in Joint Air Operations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
