This position is located at Bureau of Engraving and Printing, EMPLOYEE LABOR RELATIONS AND PERFORMANCE MANAGEMENT DIVISION. As a HR Specialist (Performance Management/ELR Relations, you will provide expert advice and services to managers and supervisors on the rules, regulations, policies and procedures that relate to, but are not limited to, the following areas: leave administration, leave programs, performance management, ELR programs, conduct issues, union contracts, and applicable policies.
Duties
As a Human Resources Specialist (Performance Management / Employee & Labor Relations), you will:
Conduct comprehensive studies and evaluations of the Bureau's performance management and recognition program to improve organizational effectiveness and productivity.
Develop, interpret, and analyze data extracts and reports from automated HR databases and develop efficient and effective automated systems approaches for presenting HR reports and graphics for management.
Monitor proposed changes in the Office of Personnel Management (OPM) and the Department of the Treasury policies; assesses the impact of those changes; develop, interpret, and implement into bureau-wide policies; and advise management of the significance of those changes.
Arrange for interviews with employees and operating officials to investigate employee and labor relations problems. Analyze compilations of factual data, reaching conclusions and recommendations appropriate administrative action. Explain and justify recommendations in terms of the benefits to be derived from certain administrative actions. Coordinates the most difficult and sensitive issues with BEP Legal Staff, when appropriate.
Maintain regular contact with both union and management officials and representatives to discuss matters of mutual interests to "head off" any issues that may be controversial or potentially adverse.
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes experience researching, analyzing, and developing human resource policies, procedures, and regulations related to employee and labor relations and performance management.
Examples of such experience could include:
- Providing advice and assistance about appropriate disciplinary or other corrective techniques in response to a range of conduct and performance problems; OR
- Providing guidance on labor-management matters (e.g. grievances, unfair labor practice charges, information sharing, contract interpretation, labor relations training, and preparation and conduct of contract bargaining); OR
- Advising managers and supervisors on performance management processes, including planning, monitoring, developing, and rewarding performance as well as the rating process.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12level for 52 weeks.
