You will serve as a Supervisory Public Affairs Specialist in the Congressional and Public Affairs Office Code 1160 of PSNS and IMF.

Duties

You will carry out responsibilities that require a mastery of communication principles and techniques, an advanced use of analytical procedures, and expertise in interpersonal relationships. You will advise the Shipyard Commander and senior managers on policy formulation and the potential public and internal workforce reaction to proposed policies, procedures, operations and opportunities. You will manage the Public Affairs (PA) Branch of the Shipyard's Radiological Emergency Response Organization (RERO) and provide direction to all RERO PA branch responders and manage the development and release of information during shipyard drills. You will establish and maintain effective working relationships with members of the news media and specialized groups interested in the organization's programs and field offices. You will ensure all publicly released information accurately represents the interests of the Shipyard and the Navy. You will ensure operational security is maintained in the release of information. You will serve as a point of contact for members of Congress, the governor of Washington and other state officials, mayors of cities, and other elected officials. You will advise subordinate employees on handling opportunities, problems and activities associated with shared and individual command and public affairs matters. You will advise and direct other Shipyard public affairs specialists in execution of a wide variety of communications and outreach.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: developing and implementing strategic program plans to facilitate communication of information related to public affairs programs, policies, and activities.
