This National Guard position is for a General Supply Specialist, Position Description Number T5712000 and is part of GGTC - GA located at Fort Stewart, Georgia.
This is a full-time, Excepted Permanent, position which DOES NOT require Georgia Army National Guard Membership.

Duties
As a General Supply Specialist, GS-2001-11, you will:
Be responsible for the operation of the Post Subsistence, Area Cantonment, Ammunition, Property Book, Petroleum Supply, General Supply and Warehouse Sections. Assure an efficient safety program within the areas of responsibility. Receive requirements/reports from various organizations for ammunition; post, camp, and station property; subsistence; janitorial and housekeeping supplies; petroleum products; medical supplies; and other materials to support repair and maintenance of real property. Program orders to have supplies on hand when needed, and initiate requirements to supporting agencies.
Supervise technicians, contract employees, and temporary employees engaged in support of the site to include subsistence, ammunition, billeting, warehouse and building issues. Responsible for the operation of the Logistical Support Operations Center. Develop and implement policies and programs required to provide maximum logistical support to using organizations conducting training at the site. Establish and publish Training Site Standard Operating Procedures (SOPs) for procurement, storage, issue and return of property and supplies.
Direct activities pertaining to property accounting and responsibility, supply economy, supply discipline, and maintenance of pertinent records. Direct activities concerned with salvage and protection of supply items. Initiate and coordinate instructions to ensure the proper training of subordinates in all supply matters. Responsible for the preparation and timely submission of reports of petroleum serviceability and consumption; for ammunition reports covering forecasts from training commands, expenditures, and reports of malfunctions to higher headquarters to include HQ FORSCOM. Responsible for the receipt, storage and release of materiel requisitioned and consigned to the training site by visiting training organizations. Formulate the logistical support procedures covering the operation of activities under his/her supervision. Direct the publication, assemblage and distribution of all training site logistical directives, maps, overlays, and telephone directives for training periods. Responsible for the preparation of all standing operating procedures, correspondence, requisition follow-up, invitation for local vendor subsistence bidding for local purchase documents emanating from the Training Site.
Establish procedures for the uniform inventory of subsistence and ammunition items at the close of each training period to ensure necessary stocks are available for the ensuing period. Establish systematic procedures for final inventory of all materiel at the close of the training season. Report excess materiel for disposition. Establish procedures for the systematic issue and turn-in of property at the beginning and closing of each training period. Provide each State concerned with a property loss report, ammunition consumption report, and subsistence cost report. Responsible for the orderly issue and turn-in of cantonment area buildings, administrative facilities and equipment to organizations conducting training. Manage funds for the procurement of logistical and administrative supplies to support the site. Submit requirements for site supplies and reports monthly expenditures to all branches. Apply proper management practices in the utilization of resources (i.e., equipment, facilities, funds, manpower, space, and time) to effect expeditious and economical accomplishment of all tasks related to the logistical mission of the site and the military organizations assigned and/or training. Responsible for the operation of the transient officers billets and case collections of the training site.
Communicate with organizations scheduled to utilize site facilities on matters of policy and directives and furnishes advice on policy and operations. Attend conferences and meetings with NGB personnel, other governmental agencies, higher headquarters, state National Guard commands and activities on logistic matters, policies and directives. Coordinate with State and higher headquarters in determining and fulfilling the logistical requirements for the support of units training at the site. Conduct investigations of incidents involving burglaries, pilferage and vandalism of site property.

Qualifications
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
To qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: managing all phases of logistical support for a Training Site, including subsistence, general supply, cantonment supply, ammunition, property book control, transportation, and Petroleum, Oils, and Lubricants (POL) management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Organizational Development, Human Resource Management or Business Administration (Note: You must attach a copy of your transcripts.)

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated.
