Duties
As a/an Management and Program Analyst, you will:
Perform special tasks for the Deputy Assistant Secretary involving issues relating to policy development and management of CPD programs.
Coordinate the development of the Deputy Assistant Secretary's position on various issues within and outside the immediate office.
Work with the Deputy Assistant Secretary for Special Needs Assistance, GDAS, and the DAS's to ensure that Secretarial initiatives and priorities are met and carries out a variety of other special projects under the supervision of the Deputy Assistant Secretary. Reviews agency policies, objectives, management principals and processes and applies analytical and evaluative methods and techniques to assess program development or execution.

You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
- Collaborating with management to ensure housing and service grantees adherence to policies relating to current and future special projects of national significance involving Housing Opportunities for Persons with AIDS (HOPWA) program, or those programs targeted to persons with special needs including persons living with HIV / AIDS, persons who are homeless or at risk of homelessness, persons with disabilities or similar populations,;
AND
- Working with grantees and stakeholders on activities that are related to analysis of health and housing outcome and performance data;
AND
- Analyzing and evaluating the efficiency and productivity of housing and service program operations and recommending changes or improvements involving Housing Opportunities for Persons with AIDS (HOPWA) program, or those programs targeted to persons with special needs including persons living with HIV / AIDS, persons who are homeless or at risk of homelessness, persons with disabilities or similar populations.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13 you must have been at the GS-12 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
