Provides oversight of the daily operations of the assigned PENTAD member s office. Serves as subject matter expert for all administrative processes, providing guidance and training on administrative policies, procedures, and common rules of written correspondence. The incumbent serves as a liaison for the assigned PENTAD member and to other areas of the hospital. The incumbent oversees processes to ensure a smooth flow of communication between the leadership and staff.

Duties

Performs a variety of clerical, administrative and technical duties/responsibilities in support of the ADOO with the intent of accomplishing the administrative requirements for the service. Assists in the development of internal administrative standard operating procedures by researching prior publications, regulations, and recommending new policies and/or changes. Interprets such material and determines the extent to which the organization is affected and advises operating officials. Maintains control of action correspondence; performs follow-up action to ensure timely reply/action. Receives and logs outgoing correspondence, reviewing it for correct format, punctuation, spelling, grammatical accuracy, factual correctness, enclosures, dates, signatures, complete addresses, etc. Formulates and recommends changes in administrative policies/procedures with a view toward obtaining maximum effectiveness in the coordination and control of recurring reports. Assists in resolving administrative problems by researching office files, historical data, etc.; withdrawing material for use in preparation of typed material and/or furnishes administrative advice on the adequacy and feasibility of proposals and recommendations. Maintain a continual accumulation of all types of data for use in preparation of a variety of reports. Compiles and prepares a wide variety of continuing or one-time special statistical and narrative reports from records maintained. Identifies and recommends performance indicators/goals such as performance awards, leave, equal employment opportunity, suggestions, value engineering, etc. Effectively enhances the ability of the office to support overall mission requirements through developing methods for automating administrative data collection requirements and reports considering the interrelationships of reports and multiple uses of data. Coordinates with staff administrative officer on personnel management matters and with other staff organizations on various administrative activities to obtain information for accomplishment of own assignments or to provide to others. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/18/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For this GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement. You may qualify based on your experience and/or education s described below: Specialized Experience (GS-7): You must have one year of specialized experience equivalent to at least the next lower grade (GS-5) in the normal line of progression for the occupation in the organization. Examples of GS-7 Specialized Experience include (but are not limited to): Advises and instructs administrative personnel in all GCVHCS Services concerning such matters as directives, reports, correspondence, and telephone procedures; Experience in programs of the hospital as they relate to the hospital's clerical and administrative functions; Experience with administrative concepts and practices sufficient to to recommend changes in administrative policies; Knowledge of budget; Demonstrates knowledge of technical terminology peculiar to the professional fields, as well as administrative fields represented at this medical center, in order to prepare correspondence. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement (Transcripts required). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a 4-year course of study leading to a bachelor's degree to qualify for this GS-7 position. Specialized Experience (GS-9): You must have one year of specialized experience equivalent to at least the next lower grade (GS-7) in the normal line of progression for the occupation in the organization. Examples of GS-9 Specialized Experience include (but are not limited to): Experience working in a health care setting and ensuring that work meets the organizational mission; Supporting a healthcare operation or program to ensure federal and organization regulations and standards are met; Analyzing operational or program issues and making recommendations while taking into consideration the full range of factors which affect the healthcare delivery system; Experience managing and tracking budget to include inventory of supplies and equipment necessary to run a healthcare program efficiently; Skilled in effective communication with a wide range audience both orally and written to express complicated information in an accessible format. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., (if related) (Transcripts required). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a 1 full year of graduate level education to qualify for this GS-7 position. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
