The primary purpose of this position is to correlate all aspects of major project areas studied and define visions of business processes to achieve future and ideal states by applying process improvement methodologies to eliminate inefficiencies and improve productivity with the organization.
Duties
Analyzes and evaluates various complex maintenance processes and procedures and provides qualitative results and develops recommendations to resolve substantive issues of effectiveness and productivity of work operations.
Plans, schedules and facilitates process improvement initiatives within schedules and priorities established by higher level management in correlation to the "to be" or end state.
Identifies situations/processes, which need to be analyzed and improved.
Prepares and delivers written and oral presentations such as briefings, training sessions and consultations with other service functions and activities.
Visits other facilities to observe applications of process improvement technologies related to learn and analyze their potential use for possible implementation.
Performs other related duties as assigned.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes develops and maintains strategic plans and goals across the organization; analyzes processes, devises plans for resolving production problems and utilizing various continuous process improvement tools. Prepares presentations, briefs, consults with other service function and activities. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Thorough knowledge of maintenance/production industrial management policies, principles and practices.
2. Knowledge of a wide range of lean qualitative and quantitative methods used in conducting studies of major project areas that requires application of process improvement principles.
3. Knowledge of lean program goals and objectives, sequence and timing of operational events and milestones.
4. Skill in planning and conductive comprehensive process improvement activities to affect the changes necessary to improve the process improvement sustainability of the organization.
5. Ability to communicate effectively, both orally and in writing and to build rapport with others.
6. Skill in preparing project papers and staff papers.
7. Skill in organizing and delivering briefings to managers to encourage understanding and acceptance of new processes.
8. Ability to articulate and communicate intricate lean concepts and theories as they pertain to the organization's vision at all levels.
9. Skill in quantifying costs/savings derived from successful process improvement activities.
10. Skill in managing projects, the scope of which may affect the entire organization.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
