The primary purpose of this position is to: Serve as staff acquisitions manager responsible for developing, establishing and implementing deploying processes used by assigned engineers and scientists in accomplishing contractual, financial, and technical aspects of a program through all phases of the acquisition process.

Duties
1. As a senior Acquisition Program Manager, responsible for all aspects of planning, developing, establishing, implementing, and controlling contractual, financial, and technical aspects of a project/program through designated phases of the acquisition cycle.
2. Provides technical guidance, advisory support and assistance in a wide range of management issues.
3. Develops short- and long-range plans to effectively accomplish all responsibilities.
4. Provides cradle to grave support for procurements involving a variety of contract types, orders and Agreements (URADA/CRADA) to ensure timely and effective acquisitions involving research, development, test and evaluation and limited production quantities of highly technical equipment, systems, and services of importance to national security and defense customers worldwide.

- Bachelor of Science or Arts in business, acquisition, contracting, finance, systems engineering, or similar field is highly desirable.

Qualifications
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the 13 grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge to gauge the results of acquisition and in-house efforts to guide existing programs, then determine and correct future program deficiencies; knowledge of acquisition to include the Planning, Programming, Budgeting, and Execution System (PPBES) process; and knowledge of the operation and capabilities and operation of the DIAs Contract Management System (CMS) and the Financial Accounting and Corporate Tracking System (FACTS). Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Experience with research, development acquisition programs is required.
2. Detailed knowledge of complex systems is highly desirable. Knowledge will be used to gauge the results of acquisition and in-house efforts to guide existing programs, then determine and correct future program deficiencies.
3. Detailed knowledge of DoD acquisition to include the Planning, Programming, Budgeting, and Execution System (PPBES) process.
4. Solid knowledge of the operation and capabilities and operation of the DIAs Contract Management System (CMS) and the Financial Accounting and Corporate Tracking System (FACTS).
5. Ability to communicate both orally and in writing in a clear and accurate fashion. Ability to analyze conflicting information from multiple sources and to determine and apply proper approaches to problem resolution. This task is accomplished in an environment of state-of-the-art technology and time critical deadlines. Ability to keep abreast of changes and trends in applicable acquisition policies and procedures through continuing education and professional development, both formal and informal.
6. Familiarity with earned value management techniques as applied to the management of technically complex systems.
OTHER SIGNIFICANT FACTS PERTAINING TO THIS POSITION:
Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
This position is an Acquisition Professional Development Program level 3 billet in Program Management. A current level 1 in Program Management is mandatory, as is the ability to must attain appropriate certification requirements JAW the Defense Acquisition Workforce Improvement Act (DAWIA) no later than 24 months after accepting this position and maintain DAWIA currency with continuing acquisition education requirements.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
