Duties
As a MANAGEMENT SUPPORT SPECIALIST at the GS-0301-12/13 some of your typical work assignments may include:
Review, evaluate, and provide recommendations to restructure, re-organize, change or retain mission, organizational design, programs, capabilities, and recruitment and planning and responds to the overall needs regarding the impact of operational matters.
Incumbent exercises originality by analyzing and refining the existing department workforce and providing solutions to, and influencing, leadership on the best organizational structure for the department in order to meet the mission of the department/directorate/agency and identifies ways to improve or enhance current department HR services to ensure that services meet management's business objectives.
Prepare, evaluate, make recommendations, and executes troops to task reviews, organizational change requests, manpower change requests, position descriptions, joint duty assignment lists, joint manpower program, strategic recruitment discussions career ladder exceptions, superior qualification appointments, detail memorandums, memorandums of understandings or agreements, interagency and international agreements or exchanges, facility access lists, recall rosters, DTRA tiger team or special issue team and other manpower related functions and processes.
Facilitate the requisition of military service members for the Department by actively participating in the requisition processes of each of the Services. Stays abreast of timelines and decision requirements for Department leadership associated with the Service requisition processes and briefs leadership in a timely manner.
Perform comprehensive strategic analysis and oversees development of documents such as Directorate specific manpower processes and organizational charts to convey manning status.
Collaborates with the HR Directorate to recommend policies and procedures specific to the department that influence manpower.

Qualifications
You may qualify at the GS-13, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Perform strategic analysis and overseeing the development of documents such as agency specific manpower processes and organizational charts to convey manning status.
Utilize office automation software, such as Microsoft Office (Outlook, Word, PowerPoint, Excel), Share Point, Adobe and agency specific systems such as the Defense Travel System (DTS), Defense Agencies Initiative (DAI), and automated tasking systems such as the Task Management Tool (TMT), or other comparable systems.
Analyze, refine and provide solutions to leadership on the best organizational structure for the department in order to meet the mission of the agency and identifies ways to improve or enhance current department HR services to ensure that services meet management's business objectives.
Serve as a Liaison with the Human Resources (HR) department to provide guidance and implementation of procedures within the department on relating to civilian and military HR issues such as appraisals, position descriptions, awards, hiring actions, military requisitions, and on-boarding of new personnel.
You may qualify at the GS-12, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service:
Assist with strategic analysis and overseeing the development of documents such as agency specific manpower processes and organizational charts to convey manning status.
Utilize office automation software, such as Microsoft Office (Outlook, Word, PowerPoint, Excel), Share Point, Adobe and agency specific systems such as the Defense Travel System (DTS), Defense Agencies Initiative (DAI), and automated tasking systems such as the Task Management Tool (TMT), or other comparable systems.
Assist with analyzing and providing solutions to leadership on the best organizational structure for the department in order to meet the mission of the agency and identifies ways to improve or enhance current department HR services to ensure that services meet management's business objectives.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
