This position is located within the Capital Operations and Programs Services (COPS) of the Office of Asset Enterprise Management (OAEM) in Department of Veterans Affairs (VA) Central Office (VACO).
Duties
The Director COPS within OAEM, is responsible for overseeing, directing, and managing policies and programs, establishing, and managing a cohesive approach to management activities and directing, managing, and planning centralized OAEM-wide operations and human resources including recruitment, budget, manpower, space, and equipment. More specifically, the Service Director is responsible for leading and managing a team to perform functions that fall within four (4) main areas including: Human Resources (HR) Program Management and HR Oversight, Centralized OAEM Operations, and supervisory duties. Responsible for OAEM-wide HR programs; Employee and Labor Management; Recruitment and Placement; HR Training and Development; Position Management; and Worklife Benefits. Extensive knowledge of HR information systems and human resource policy.

To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 09/19/2023..
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade.
Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: serves as an advisor and consultant to service directors and executives within OAEM. Provides senior level direction on HR management concepts, practices, and innovations in day-to-day operations. Responsible for execution of key components of the operating budget and oversight of all major program activities to ensure conformance with OPM, VA and OM objectives, regulations, handbooks, directives, and policies; and tracks and measures compliance and remediates if necessary. Provides definitive advice and guidance on human resources management principles, techniques, acceptable personnel practices, as well as statutory, regulatory, and procedural requirements from agencies/organizations such as the Federal Labor Relations Authority, Merit Systems Protection Board, Office of Personnel Management, Office of Inspector General and other bodies. You will also need to provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of specialized experience at the required grade level).
