The Program Coordinator, Pulmonary CBOC's/Clinics supervisor is a direct supervisory line position and shares in and assists the Section Chief, Respiratory Care and Diagnostics Services Unit (RC&DS) and Section Chief, Pulmonary, Critical Care and Sleep Medicine Section (PCCSM), in Medical Service with respect to all phases of Pulmonary CBOC's Services. The RRT Program Coordinator is responsible for overseeing the administrative and clinical aspects of Pulmonary Outpatient Clinics Programs.
Duties
The RRT Program Coordinator provides skilled and professional, technical, clinical and administrative supervision and leadership to all personnel who work in the Pulmonary Diagnostic CBOC's setting regarding all of the service areas they perform, including but not limited to: Pulmonary Function Testing (PFT's), Spirometry, Pulmonary Exercise Testing, assists in various SCI Pulmonary Clinics, Home Oxygen Assessment, Patient Discharges (Ventilator, Tracheostomy, Home Oxygen), Portable Sleep Testing, Sleep Related Breathing Disorder Clinics (PAP Clinic (One on One and Group Class Clinics). He/she is also responsible for the following duties but are not limited to:
Supervising the Respiratory Care Team in the Pulmonary CBOC's and cross cover other areas throughout the Tampa VA and associated CBOC's
Plans and oversees establishment of work schedules after analyzing current work requirements and future needs for staff and equipment and supply resources
Assures equipment is properly cleaned and disinfected
Creates organization of work and makes changes in the organization of work within allowable costs and established policies
Assures Quality Management within the: JAHVA Pulmonary CBOC's and all other Associated Tampa Clinics, as well as within the facility as a member of the QM team
Develops plans and schedules for guidance of staff for the accomplishment of work to meet program goals. Objectives, and broad priorities established by higher levels of management
Analyzes work requirements and determining staff and resources needed to accomplish work
Interacts with the Facility Safety Officer and the Emergency Manager to obtain appropriate resources for acquiring safety and emergency preparedness equipment and supplies
Reviews and analyzes records and reports of work production, costs, and equipment and staff resources used to evaluate progress and control or reduce costs. Reports progress to Chief, Respiratory Care for resolution of problems in achieving goals and objective to higher levels of management
Conduct all phases of service delivery, program resources and fiscal management.
Coordinate daily operations, develops and maintains policies and procedures for program operation and prepares reports and statistics for facility and Veterans Integrated Service Network use
Determine quality and compliance data to be collected and investigates problems related to quality and quantity of work and operating effectiveness and recommends needed action
Make recommendations for program improvement and expansion based on research and emerging knowledge
Represent the department at interdisciplinary meetings
Work Schedule: Monday-Friday, 7:30am - 4:00pm, (May be required to work weekends, holidays, disasters, etc.)

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education. Individuals must have successfully completed a respiratory care program accredited by the CoARC or its successor.
Licensure. Persons appointed or reassigned to RRT positions in the GS-0601 series must possess and maintain for the duration of employment a full, current and unrestricted license from a state to practice as an RRT.
Credential. Persons appointed or reassigned to RRT positions in the GS-0601 series must possess and maintain for the duration of employment a valid, current, unrestricted credential of RRT.
Loss of Licensure, Certification or Credentials. An employee in this occupation, who fails to maintain the required certifications, RRT credential or license must be removed from the occupation, which may also result in the termination of employment. Once credentialed, licensed or certified, RRTs must maintain a full, valid and unrestricted license, credential and certification to practice respiratory care.
Grade Determinations: Registered Respiratory Therapist GS-12:
Experience, Licensure and Credential. Candidates must have:
One year of creditable experience equivalent to the GS-11 grade level demonstrating the clinical competencies described at that level. Creditable Experience at GS-11 includes: RRTs at this grade level work independently providing respiratory care in both inpatient and/or outpatient settings. The specific assignments are dependent on facility structure and complexity levels. They use data and patient assessment to establish appropriate plan of care and determine if outcomes are being met. They consult with physicians and other healthcare professionals to ensure quality of patient care within area of specialty. They manage and maintain the airway and ventilation of the patient using appropriate mechanical means. RRTs determine and implement complex respiratory care such as protocols, respiratory modalities, bronchoscopy, medications or supplemental oxygen and intubation They monitor critical systems. They use advanced modes of ventilation and outpatient services, such as home ventilators and COPD case management. RRTs suggest alternate modes of treatment where indicated based on assessment and analysis of patient response to treatment. RRTs at this grade level may perform invasive procedures such as arterial line placement. They serve as a preceptor to lower graded staff. They may lead projects developing new policies, procedures or protocols.
2. Hold an active license and RRT credential. The following certifications are preferred but not required:
Certified Tobacco Treatment Specialist
Pulmonary Rehabilitation Certificate issued AARC
AE-C awarded by the NAECB
COPD Educator course offered by the AARC
Demonstrated Knowledge, Skills and Abilities. In addition to the requirements above, candidates must demonstrate all the following KSAs:
Knowledge of complex pulmonary function testing to include but not limited to cardiopulmonary stress testing, exercise testing, metabolic testing, bronchoprovocation testing and shunt testing.
Ability to establish a quality control program related to pulmonary function lab.
Skill in analyzing physiologic specimen and information from basic diagnostic procedures.
Skill in assessing for signs and symptoms of adverse actions to medications and or testing procedures.
Skill in determining appropriate intervention for adverse actions to medications and or testing procedures.
Ability to provide training in advanced pulmonary function procedures.
Ability to provide clinical consultation in advanced pulmonary function procedures
Preferred Experience:
A Registered Respiratory Therapist as defined by the National Board for Respiratory Care (NBRC) with Current State License required.
The following certifications are desirable but not required, CPFT or RPFT.
Have one year or more of creditable experience equivalent to the GS-11 grade level demonstrating the clinical competencies described at that level. It is highly desirable that the candidate possess certification in one or more functional specialties.
Maintains a current CPR (BLS). Advanced Cardiac Life Support is recommended.
Maintains current proficiency and competency for all associated clinical services.
All applicants should have an extensive understanding of the daily activities associated with providing and managing respiratory services in an extremely active Out-Patient Respiratory Clinic.
Experience CPRS, Consult Tracking Manager, (CTM) Remote Ordering Entry System (ROSE), Sentry Suite, Somnoware, Nox medical, Phillips Care Orchestrator /ResMed Air view, Consult package, Microsoft Office Package.
