The Deputy Associate Chief of Staff (ACOS) for Research (DACOS/R) is a Supervisory Health Science Specialist position established within the Office of the ACOS for Research (ACOS/R). As part of the Research and Development (R&D) management team consisting of the ACOS/R, DACOS/R and Administrative Officer for Research (AO/R) - James A. Haley VA Hospital (JAHVA).
Duties

Major Duties:
Assists in the development of Research Service objectives (goals), priorities and timelines.
Approves research program development initiatives and collaborates with researchers, organizations, and university to develop research projects that support agency mission and objectives, and in doing this, strategically shapes the future of the JAHVA's Research program.
Develops new and/or updates existing research policies and procedures bases on new or modified regulations and mandates to maintain compliance.
Serves as immediate interface between Research Service and investigators.
Monitors the effectiveness of the interactive system and procedures necessary to advance the research program in accordance with all principles, rules and regulations affecting research within the VA.
Monitors compliance with the program requirements and conducts program assessments and prepares reports necessary to appraise the ACOS and R&D Committee of current status.
Identifies problems and negotiates corrective action concerning programmatic issues, basic administrative processes, and financial management concerns.
Supervises all Research Service outside of the Research Administrative staff under the AO, either directly or through subordinate supervisors and assures all Research regulations are followed.
Lends supervisory support to staff and working in the Clinical Research Clinic and in the wet labs to assure these areas maintain compliance with all regulations and mandates.
Reviews space needs of staff working on various research projects and allocates research space to meet the needs of all investigators.
Reviews major equipment requests in these areas for appropriateness, scientific and cost-effectiveness, and efficiency for the entire Service.
Selects staff and evaluates performance, manages administrative aspects of supervision, including development of performance standards, writing position descriptions, evaluating work performance, and counseling of employees whose performance is marginal or unsatisfactory, initiating disciplinary actions when necessary.
Performs other related duties as assigned.
Work Schedule: 8:00am - 4:30pm Monday - Friday

Qualifications
Individual Occupational Requirements (Basic Education Requirement)
Possess a Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education https://ope.ed.gov/dapip/#/home at the time the degree was obtained. (TRANSCRIPT REQUIRED) AND
In addition to meeting the Basic Education Requirement above. You must also meet the Minimum Qualification requirements of this position below.
For GS-14:
Possess at least one (1) full year of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this position. To be creditable, specialized experience must have been equivalent to at least the next lower grade level of (GS-13) in Federal service. Specialized experience is reviewing of research proposals prior to submission through the Research & Development (R&D) Committee etc. and process requirements; conducting or directing special studies and audits to review business practices; resolving administrative problems in the normal operation of a complex research program; and assisting principal investigators with research projects funded by agencies.
This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration.
The Selective Placement Factor for this position is: possess leadership experience in an office of research and development (i.e., Deputy Associate Chief of Staff (ACOS)/Research) and with recent federal regulatory requirements for Human Research Protection Program (HRPP). (Application/resume materials must reflect this experience in detail to receive credit for this selective placement factor).
Preferred Experiences: Successful track record in research, as evidenced by receipt of a career development award from Office of Research and Development (BLRD, CSRD, RRD, HSRD) -or- a history of peer-reviewed research funding from VA, DOD, or other federal agencies.
Provides consultation on evaluation study design, assessment methodology, and data analysis to colleagues as it relates to research; participated in scientific review panels; trained and supervised employees, interns, fellows, and graduate students at varied professional levels.
A minimum publication track record of at least 25 publications in journals of high reputation for his or her respective field of research.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Physical Requirements: The work is mainly sedentary. Typically, the employee may sit comfortably to perform portions of the work. However, travel will be required with minor lifting and moving of research-related items as well as standing, bending, or stretching to inspect various research areas and equipment. Work also often requires intense concentration. Work is generally performed in an office or similar setting. Requires occasional overtime to meet project deadlines and to participate in professional networking opportunities. May require occasional travel to professional meetings and training workshops.
