This position is located at the Joint Forces Headquarters, J1 EPM located at Camp Mabry, Austin, TX. The primary purpose of this position is to manage one or more of the following human resource programs: Officer Personnel Management (OPM), Enlisted Personnel Management (EPM), Personnel Systems, Boards Branch, Personnel Services Section, and Retirement Services. Texas is one of 9 states with NO state income tax.

Duties

Exercises supervisory personnel management responsibilities. Plans, organizes, and directs the activities of assigned program areas, ensuring that legal and regulatory requirements are met. Formulates human resources and administrative procedures and policies based on the interpretation of regulations and directives from US law, the Department of Defense (DoD), the Department of Army (DA), and the National Guard Bureau (NGB). Directs and oversees the research and response for congressional or high level headquarters' inquiries regarding military human resources matters. Conducts briefings, training, and workshops for subordinate major commands, managers, JFHQ staff and senior leadership on military personnel programs of responsibility. Qualifications

To qualify at the GS-11 grade level your resume must include relevant experience/education with beginning and ending dates reflecting the following: Specialized Experience: At least one year of specialized experiences at the GS-09 level or the equivalent in the Federal Service or equivalent pay band in the Federal Service, or equivalent private sector which includes: Experience which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs. Experience in personnel and manpower core competencies: Organization Structure, Requirement Determination, Program Allocation and Control, and Performance Improvement. Experience in executing personnel programs and Human Resources Information Systems. Experience which provided a working knowledge of organizational structures; manpower standards; manpower resources; manpower data systems; or commercial services to include strategic sourcing. Experience in performing personnel program requirements that involve advising supervisors and managers. Experienced in completing accession planning and processing. Experience in classification and/or position management. Experienced in processing assignments or reassignment actions; reviewing human resources development programs; applying education and training policy requirements; discussing retraining procedures. Experience which provided knowledge of merit principles, personnel plans, programs, and policies to guide or advise others on their implementation activities. Experience applying program policies, directives, publications, and training manuals. Experience which provided a working knowledge of allocating manpower resource budgets or execution procedures. Experience advising on process improvement, best practices, and performance techniques. Experience which assessing program status and advising senior leaders or commanders at all levels. Preferred Experience: Access to and experience with IPERMs, TRANSPROC, IPPSA, and RCAS Web. Specialized Experience cannot be substituted by education. Only experience/education gained by closing date of this position will be considered.

Education

A high school diploma or general education development (GED) diploma is required.
An undergraduate degree from an accredited college/university is desired.
A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.
